I have over thirty years of construction and design experience in a wide varity of projects which includes roads, air fields, office buildings, fire stations, hangars, vehicle maintenance facilities, fuel facilities, dorms, child care facilities, gyms, and education facilities. Of the thirty years, five was spent as designer/planner and the remaining time as project manager. I have rescued several projects from failure. I have a Civil Engineering degree and a P.E license. Project management activities included coordinating with the local public school district, Base Elements ( senior leadership, Housing Office, Operation and Maintenance Office, Fire and Police Forces, Public Affairs, legal office) and higher command, AFCEE, Air Staff, Property Owner, MILCON construction contractor, Corps of Engineers, and housing occupancies. Duties include assembling and creating documents needed for the real estate closing (fire data, police data, warrantee data, legal descriptions, environment data, conveyed improvements, certified rent roll, all utility service agreements and post-closing license), reviewing construction plans( new and renovations), reviewing property owner’s plans( phasing, operations, environmental, and maintenance), coordinating site visits, preparing government estimates, and assisting in negotiation discussions. Project closed on 8 March 2012.

Project ManagerUs Army Corps Of Engineers Apr 1978 - Jul 2009I have experience in both military and environmental design and construction. My work experience includes the following: conducting public meetings; managing AE contracts for both design and technical studies (Fee $5k to $4M); management of construction contracts for new, repairs and alteration projects (project cost $20K to 17M); negotiating both AE and construction contracts; conducting construction quality assurance inspections; prepared bid schedules and solicitation instruction(both technical and administrative): prepared and managed master plans for military ammunition plants, military schools, and training facilities; and. lead in-house design teams. I have managed and developed acquisition strategies for various contract actions such as small purchase contracts, design -build projects, bid build projects and one service maintenance contract. All total I have managed over 35 projects greater than 1 million dollar and about three times that number of smaller projects. As project manager I controlled budgets, managed and reported schedules, provided direction to the project, conducted quality assurance reviews and direct project close out. A large part of my duties included communications with customers, team member, regulatory agencies and senior leadership. This communications were in the form of presentations, e-mail, letter, project management plans, technical documents (drawing and specifications), team meetings and face to face meetings. -
MajorMissouri Army National Guard Jun 1978 - Jun 1998Duties: Major duties have included platoon leader, company commander, staff officer, facility engineer, combat engineer, and environmental engineer. I managed/supervised 40 to 200 personnel to include subordinate supervisors. I provide one –on-one counseling to soldiers. I managed personnel issues from EEO complaints to positive and advertise actions. I designed and constructed a steel 220 feet Class 40 bridge, both approaches and center bent, in remote Panama over an eight day period of time. The materials provided for the bridge were from a M1 and M2 Bailey Bridge (2 foot difference in width) and had no bolts. On other projects, I provided complete designs for minor construction projects to include CADD work. I prepared staff reports. During a two year period I reviewed most MONG construction projects for environmental compliance. I prepared and presented the first master plan for the Macon Training Area (3000 acres).
