Senior Utilities Engineer
CurrentEd leads implementation of the CPUC's December 2020 Vehicle-Grid Integration Decision (D.20-12-029) in response to California Senate Bill 676 including oversight of three pilots to deploy bi-directional electric vehicles (EVs) and electric vehicle supply equipment. Key topics include export of power from EVs to homes, businesses and the grid; technology deployment and integration; open standards; rates; and consumer engagement. He also provided expert advice on leveraging EVs as a resource for grid reliability under the Emergency Load Reduction Program; and priorities for research, development and deployment of electric vehicle charging infrastructure and vehicle-grid integration (such as EPIC plans).In addition, Ed provides subject matter expertise on transportation electrification and electric vehicle charging infrastructure to the CPUC on a range of topics including EV infrastructure cost, building codes, and review of proposed legislation related to technical standards. He also oversees development of Investor-Owned Utilities and Community Choice Aggregator VGI reports.

He played a major role in drafting and editing the Economic and Technology Advancement Advisory Committee reports issued February 2008 and December 2009 (http://www.arb.ca.gov/cc/etaac/etaac.htm). Other research areas include electric-drive vehicles and their upstream electric generation and other emissions, congestion charging, and energy efficient tires. Additional projects include recommending options for the use of electric vehicle Low Carbon Fuel Standard Credits, and commenting to the California Air Resource Board, the US Environmental Protection Agencies, and the China Ministry of Industry and Information Technology on proposed passenger vehicle regulations.

He facilitated and approved a number of state and local Clean Air Act permitting programs and reviewed numerous Clean Air Act permits for power plants and other industrial facilities.
