    Ed leads implementation of the CPUC's December 2020 Vehicle-Grid Integration Decision (D.20-12-029) in response to California Senate Bill 676 including oversight of three pilots to deploy bi-directional electric vehicles (EVs) and electric vehicle supply equipment. Key topics include export of power from EVs to homes, businesses and the grid; technology deployment and integration; open standards; rates; and consumer engagement. He also provided expert advice on leveraging EVs as a resource for grid reliability under the Emergency Load Reduction Program; and priorities for research, development and deployment of electric vehicle charging infrastructure and vehicle-grid integration (such as EPIC plans).In addition, Ed provides subject matter expertise on transportation electrification and electric vehicle charging infrastructure to the CPUC on a range of topics including EV infrastructure cost, building codes, and review of proposed legislation related to technical standards. He also oversees development of Investor-Owned Utilities and Community Choice Aggregator VGI reports.

He has also authored over a dozen comments letters on standards ranging from CALGreen to Electric Vehicle Service Equipment and prepared a summary of electric vehicle standards for a United Nations working group, In addition he has researched the potential for energy efficiency improvements in the passenger vehicle replacement tire market and applied modelling analysis to project potential air quality improvements.He was also the lead author for the development of several landscape irrigation water efficient technical reports and managed the development of technical research reports on water efficiency requirements for indoor residential water efficiency and commercial kitchens.In addition to his technical work, the business development projects that Ed led resulted in ten significant new energy and water efficiency contracts for utilities; federal, state and local governments; and private sector clients. His clients included federal, state and local government agencies; utilities on behalf of California ratepayers, and EV industry stakeholders.

    Ed Pike, P.E., served as the California program lead since joining the International Council on Clean Transportation (ICCT) in 2007 and was the electric drive vehicle program lead. He played a major role in drafting and editing the Economic and Technology Advancement Advisory Committee reports issued February 2008 and December 2009 (http://www.arb.ca.gov/cc/etaac/etaac.htm). Other research areas include electric-drive vehicles and their upstream electric generation and other emissions, congestion charging, and energy efficient tires. Additional projects include recommending options for the use of electric vehicle Low Carbon Fuel Standard Credits, and commenting to the California Air Resource Board, the US Environmental Protection Agencies, and the China Ministry of Industry and Information Technology on proposed passenger vehicle regulations.

    Ed received several awards with a team that he led reviewing proposed Bay Area Air Quality Management District refinery permits. He facilitated and approved a number of state and local Clean Air Act permitting programs and reviewed numerous Clean Air Act permits for power plants and other industrial facilities. He also developed permits for a number of proposed power plants to require Best Available Control Technology, protection of endangered species, and compliance with ambient air quality standards.
