I managed assessment, strategy development, requirements and implementation oversight projects for emergency services and public safety customers. A summary of my recent projects: • Large international airport: Directed a team to assess business operations, data systems and infrastructure, and telephone, radio and data networks in the communications center in a large international airport; will lead to development of plans for transitioning to Text to 9-1-1 and Next Generation 9-1-1.• Regional Airport Authority: developed a public safety enterprise architecture for a metropolitan authority responsible for two major airports and other transportation infrastructure. Project team assessed and defined existing and future capabilities in order to develop a multiyear roadmap for upgrades, replacements and additions for police, fire, EMS and emergency managers.• Major U. S. city: directed an operational analysis and needs assessment project for the city’s emergency management and communications center, specifically the computer aided dispatch system and associated environments. Brought together multiple entities of the public safety community and the current vendor to baseline capabilities and made recommendations for future dispatching and mobile data systems and integration of two airport systems; working with the prime, developed an RFP and non-functional requirements and cost estimate for a new system.• Large Suburban County: Managed an implementation support and oversight contract for dispatching, mobile and records project for a Virginia county with a population of several hundred thousand.

Program Manager for Navy Marine Corps Intranet program’s Windows XP eradication effort; as a sub to HP, I was responsible for several projects to upgrade unclassified and classified desktops with minimal touch labor and remediation effort; upgraded over 120,000 workstations at hundreds of locations in less than 12 months. The team upgraded 99.95% of workstations prior to the support cutoff; developed contingency plans for upgrading workstations that missed the deadline due to a deployment to the field or hardware and connection problems. Customer said the effort far exceeded expectations and was used as an excellent example of widespread automated software delivery when briefing the NETWARCOM and 10th Fleet command staffs.Organized and led the Program Management Office for the Navy’s Public Safety Network (PSNet); program for the design, deployment and operation of a worldwide network to support emergency responders, emergency management/anti-terrorist applications, and critical infrastructure. Developed and implemented network governance, program plans, schedules, and metrics for deployment and operation; managed requirements for multiple programs and achieved on time network installation at 475 sites in 10 regions.

Major projects included leading a group of PMs responsible for server, SAN and desktop refresh in 20 large domestic and all 35 foreign offices; all major milestones met with no downtime or loss of data.

Delivery Manager: directed five project managers and five lead systems engineers in multi-million dollar development and implementation projects for Houston, Cal Fire, Montréal, and Fairfax County, VA. Reviewed schedule, status, cost variances and risk; filled in for two PMs during extended medical leaves.Operation and Maintenance Manager: managed twelve PMs and senior software engineers in the delivery of 24x7 maintenance, upgrades and enhancements to over 140 emergency call center customers throughout North America. Managed the integration of Customer Relationship Management (CRM) system in the public safety unit for use by help desk, development, testing and delivery personnel; system replaced five legacy systems and served users in 8 offices. Northrop Grumman OneSource Enterprise Resource Planning project: managed data conversion and testing tasks for migration to a new SAP-based ERP system for two NGC sectors and the replacement of five legacy ERP systems. Responsible for an integration test team of ten core staff and thirty extended team members for procurement functions.
