Mr. Miranda has over 28-years of experience in the areas of Engineering and Construction. Has served as Senior Advisor to the Nevada Department of Transportation Director, as Chief Agency Risk Manager and Legal Liaison between Director's Office and Attorney General Office, and served as the Principal Executive/Manager of Region 1 Technical Center comprised of 120 employees, having full-authority directing the following departments: Right-way, Survey, Environmental, Hydrology, Geotechnical, Hazardous Materials, Traffic Operations, Traffic Design, and Roadway Departments.. currently works for Utah Department of Transportation.Mr. Miranda experience include Leadership, Development of Capital Improvement Programs, and Management of Transportation Portfolios. He has performed state and local agency governmental administration, financial management, and delivery of STIP, scoped and delivered betterment and operational projects. Engineered and managed over $4.5 billion of capital improvements .He also has M.Sc. and B.Sc. from Brigham Young University, and a Strategic Decision and Risk Management Certificate from Stanford University, and a Professional Engineer in Oregon, Nevada, and Hawaii. Has served as a member of the Board of Directors for two small size companies, and President of two non-profit Organizations.He has both Private Industry and governmental experience in engineering and transportation. Mr. Miranda is a skilled contract writer and negotiator, has implemented successful marketing strategies throughout his career. Has served in corporate leadership committees with an emphasis in organizational strategic planning. It can be said that with his 28-years of experience he has developed strong leadership and management skills, that together with his risk management experience and engineering experience supporting litigation teams has taught him how to reduce organizational exposure, and think out of the box, making him a well-rounded professional that is ready to deliver high quality solutions.
