I am a Principal Consultant in the Inclusive Growth and Climate Change practice at Itad, leading monitoring, evaluation and learning across the themes of inclusive market development, impact investing and sustainability. I lead our practice's knowledge strategy which supports our consultants to learn from each other and share their experiences and expertise on what works and why with our clients and external audiences. I am passionate about supporting clients to maximise their impact, especially in the fields of sustainable finance, social business and systems thinking. These clients include Development Finance Institutions (DFIs), Foundations, Impact Investors and Government Agencies.My recent assignments include supporting British International Investment (BII) to assess impact in its infrastructure portfolio, FMO to improve the use of a landscape approach to identify bankable projects and the Dutch Enterprise Agency to apply systems thinking in its programming. I was also recently Team Leader for an endline evaluation of the Mastercard Foundation's DYNAMIC programme in Uganda, which looked at the extent to which the programme was able to increase job opportunities, income and resilience for out-of-school youth in Northern Uganda.My technical expertise includes the design and implementation of evaluations, M&E frameworks and Value for Money (VfM) systems. I am experienced in a wide range of evaluation approaches, including quasi-experimental methods and theory-based approaches including Contributions Analysis and Realist Evaluation.

Principal ConsultantItad Aug 2018 - PresentHove, England, United KingdomA Principal Consultant at Itad in the Inclusive Growth and Climate Change Practice, leading and directing monitoring and evaluation assignments in the areas of inclusive market development, sustainable investment and social business. I’m also responsible for the practice's annual knowledge and communication strategy.I’m currently working with British International Investment (BII) to evaluate impact across its sustainable infrastructure portfolio. This involves in-depth analysis of the portfolio as a whole, followed by series of deep dive assessments of individual investments, including in renewable energy and port infrastructure. Previously, I supported BII to assess the extent to which its work is having a systemic effect in the area of capital mobilisation.In recent years I directed Itad's endline evaluation of the Dutch Good Growth Fund for the Ministry of Foreign Affairs in the Netherlands. DGGF is a revolving fund in the impact investing space which comprises three tracks with a total budget of €700 million to support SMEs in low- and middle-income countries and in the Netherlands which experience a lack of appropriate finance for development-related investments and trade. The evaluation informed strategy for the next five years' implementation period.In 2017-2019 I managed Itad's endline impact evaluation of DFID's Samarth-Nepal Market Development Programme. Samarth was the first market development programme in Nepal to aim for systemic change by taking an approach based on the Making Markets Work for the Poor (M4P) methodology and aimed to reduce poverty by increasing the incomes of 300,000 farmers and small scale entrepreneurs in the ginger, dairy, fish, vegetable, and pigs sub-sectors. The evaluation took a mixed-methods approach and aimed to contribute to the global knowledge base on use of systems change programming and lessons from using the approach in Nepal. Senior ConsultantItad Sep 2014 - Jul 2018Hove, England, United KingdomSenior Consultant in Itad's Private Sector Development and Trade theme, managing monitoring, evaluation and learning projects in the areas of inclusive market development and trade.Between 2014 and 2019 I managed Itad's evaluation of DFID's West Africa Food Markets (WAFM) Pilot Programme, that sought to increase the availability of staple foods and purchasing power of farmers in food-insecure regions of the Sahel, as well as to increase their resilience to hunger and malnutrition. The evaluation took a theory-led mixed-methods approach which incorporated Realist Evaluation to understand if and why WAFM was leading to improved outcomes for small-holder staple food producers and improved trade across the region. As a learning-focused evaluation, we worked closely with the PMU to support ongoing learning.Between 2015 and 2017 I managed Itad's support to DFID's Business Environment Reform Facility (BERF) to help DFID offices to initiate, scale up and improve business environment programmes. I managed the learning workstream in support of the Learning TL, which pro-actively engaged DFID country offices to identify and develop primary research and an evidence map to support tis objective.Between 2014 and 2017 I managed Itad's short-term technical M&E support to DFID's Private Enterprise Programme Ethiopia (PEPE), in support of the full time in-country manager of the programme's MRM team. PEPE aimed to generate access to finance, good quality jobs, and increased incomes for Ethiopia’s poor and was based on the Making Markets Work for the Poor (M4P) approach. In this capacity I lead short-term assignments including development of the MRM manual, training to new MRM team members and development of the VfM system. -

I was responsible for designing and implementing the monitoring framework, following the DCED Standard for M&E of private sector development projects.In 2011-2013, I was the M&E specialist for the Afghanistan Business Innovation Fund, a DFID-funded grant fund to support the growth of small to medium-sized businesses in Afghanistan. In this capacity I was responsible for strengthening the existing project performance monitoring system and developed business-appropriate indicators and means of verification to capture and evaluate changes observed at outcome and impact levels. -
