I work in the USNO Time Service Department as the GPS Operations and Time Transfer Division Chief. I am presently also acting department head. I manage a team of 10 EE and ET, most with at least a Masters of Science in EE. My duties include Systems Engineering and Engineering Management for many programs supporting USNO time keeping and time transfer missions. Key technical accomplishments include my work with the Global Positioning System providing system engineering support all phased of the GPS program, working with the GPS control, space and user equipment segments.

My work at NRL was to conduct research and development in the area of GPS, navigation and precise timing systems. I worked on the development of atomic clocks supporting the GPS system. This includes both Rubidium and Cesium clock technology. I was also responsible for the development and testing of a variety of GPS receivers with a focus on their use for precise timing. While at NRL I supported the NAVWAR technology assessment panel and later the development of new GPS signal designs. My duties included Engineering and Engineering Management for many programs with a focus on supporting the Global Positioning System(GPS). Acted as the COTR of several multi-million dollar contracts.
