I founded E-Associates to provide Environmental Consulting to Federal, State and Local governments as well as private industry. In addition to assessing hazards and sustainability, we also provide judicious advocacy services related to the consequences and penalties that result from environmental enforcement actions and other regulatory constraints. As a result, we serve multiple customers & target audiences in the region, including local citizens and businesses, emergency responders, and Emergency Management staff.One of our specialties is the identification of potential hazards and sustainability issues in various Urban Area Security Initiative (UASI) jurisdictions across major metro areas like Washington, DC. With grant funds progressively dwindling, local governments need and want to focus on fiscal responsibility and the dependability of their services and infrastructure. We quickly identify the hazards in a region and then recommend hazard abatement to maintain emergency response capabilities in the jurisdiction. Our successful process includes:► Conducting surveys of UASI jurisdictions, such as Montgomery County and Baltimore County in Maryland, Fairfax County in Virginia and Washington, DC► Reviewing planning and operational elements to identify gaps that affect sustainable police and fire response capabilities► Developing a matrix of identified differences, positive and negative► Establishing requirements for quality, risk, schedule, cost, and communication ► Delivering remedial recommendations and corrective measures to decrease the risk of harm► Closing the project in a timely manner.I became involved in environmental advocacy in the late ‘80s during my tenure with the Montgomery County DEP. My interest in working with regulators to protect the taxpayers assets–especially when the scope of a standard interferes with process—is a service that we continue to provide to local communities.

We normally associate the Federal Emergency Management Agency (FEMA) with disaster recovery, but it also takes preemptive measures to proactively protect our environment.I was recruited to serve as team lead to implement requirements outlined in “Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance” for FEMA. Although this was a brief engagement, I was successful in developing strategies required to meet mandates and delivering palpable improvements in environmental performance in 2011.

I enlisted in the Maryland Air National Guard/Air Force Reserve in 1974. I achieved the rank of Lieutenant Colonel and enjoyed many opportunities during my 35+ years in the US Air Force Reserve to be of service, both in domestic operations and internationally on active duty.My accomplishments included:• Over 4000 flying hours in the C-130• Two Middle East deployments as Mission Director for all theater C-130 operations• Deputy Chief Controller, Operation Ulchi Focus Lens 2007, Korea• WMD Program Manager, Military Support Liaison, Chief, 175 Wing Command Post• International experience in the Partnership for Peace Directorate of Operational Capability Requirements 2006-2008• Intra-theater Mobility Requirements Officer (Recalled to active military duty)• Establishing policy for the operational requirements process• Supporting effects-based capabilities mission solution analysis and development• Overseeing the$5.9 Billion C-130 Avionics Modernization Program• Providing leadership and coordination with the Office of the Secretary of Defense, Secretary of the Air Force, Joint Chiefs of Staff and operational flying commands to develop a unified response to the Joint Requirements Oversight Council for continuation of the AMP program provided authoritative input for warfighter's need.

The National Asphalt Pavement Association was founded over 50 years ago to provide leadership & science to support transportation & commerce. Since asphalt is the most recycled product in the US, I was attracted by a significant opportunity to expand the use of asphalt with sustainable practices. The National Ready Mixed Concrete Association was organized to provide value for its members in the ready mixed concrete industry through leadership, promotion, education and partnering. Its goal is to ensure ready mixed concrete is the building material of choice.I was recruited and welcomed the task to change the overall image of the Ready Mixed Concrete industry nationwide.During my tenure with the Association I was the regulatory liaison with the U.S. EPA and other Federal and State agencies. I served as the Senior Operations Manager within the Montgomery County Department of Environmental Protection in a county of almost a million residents. I was eager to take on a new opportunity and provide services in the environmental protection arena. I was recognized for developing operational practices that coordinated our department with the county's Department of Fire and Rescue services. I also worked to reduce unabated hazardous material and chemical spills.
