Created in 2014, 18F is a design and technology consultancy within the federal government. 18F brings people from a range of backgrounds, technical expertise, and design practice into government for four-year terms. I joined in Feb 2016 as a strategist. My term expires Feb 2020. We pair our expertise with that of federal and state agency partners to improve the way government designs, buys, and builds technology to improve the user experience of government.Aside from my consulting projects, I have worked to help 18F become a more effective and empathetic organization. Early on, I worked to redirect the tech hero narrative that grew out of the HealthCare.gov rescue towards a more positive posture towards partners. Later I worked informally to connect people working on safety net projects to share information, lessons learned, and build community. Having built this community, I was able to cofound 18F’s Human Services Portfolio, a reorientation of our org structure around domain expertise which has become a model 18F is expanding. From 2006–2016, I practiced design independently through Edward Mullen Studio. I'm putting the studio on hold while I am working with 18F.I have helped companies, organizations and institutions tell stories, solve problems, understand opportunities and move forward — online and off — in beautiful and beneficial ways.The studio has helped answer challenges for people doing good work in areas of health, education, environmental progress, civic participation, fashion, music, and culture. It was established with a very intentional model that allows for the flexibility to work with exciting clients and provides opportunities for collaboration with a wide range of partners. Through the studio, I regularly build ad hoc teams to deliver the full suite of design and development services to his clients, including front-end and back-end development. Having played a significant role in the first version of HealthCare.gov in 2010, I was asked in the fall of 2012 to help address some design deficiencies in the upcoming relaunch with the health insurance marketplace. I defined the overall experience architecture of the second version: the launch of the health insurance marketplace. I worked on a variety of architectural and experience design activities across the public site; initially designing the general structure and shape of the site, later defining detailed user flows, organizational schemes, and interaction patterns, and finally producing detailed documentation and development-ready design materials.http://edmullen.com/all/healthcaregov/

I was asked to join the HHS team to help guide the design and vision of HealthCare.gov, the website mandated by the Patient Protection and Affordable Care Act and signed into law by President Obama on March 23, 2010. For the first time anywhere, HealthCare.gov pulled together all public and private coverage options in one place and presented an easy-to-use menu of relevant options tailored to each consumer.

In 2001 Ed helped start New York City-based Web agency Squeaky Wheel Media where he remained Partner and Creative Director until June 2006.
