As President of Moore Nuclear Energy, LLC, I provide technical services as a Senior Advisory Engineer, currently on contract to SRNS/SRNL.

Moore has supported WSRC and SRNS as a self-employed contractor leading and performing de-sign reviews and special studies related to plutonium, SNF, and nuclear processes including Pit Disassembly and Conversion Facility, Modern Pit Facility, Mixed-Oxide Fuel Fabrication Facility,Pu-Vitrification, Global Nuclear Energy Partnership, 2012 Back-End Fuel Cycle study, and more recently served was the lead technical author of the 2015 HTGR process description, material balance, off-gas system matrix, and cost estimate basis. His contribution has proven invaluable in key decisions by DOE EM, NE, DP and NNSA. The LLC has been awarded close to a million dollars in contracts since formation.

Contractor for WSRC via ACTs (2002 to 2006)After retirement from Washington Savannah River Company (WSRC) in August 2002, he supported the afore-mentioned programs as a contractor through ACTS (Astrid Contract Technical Services).

Moore provided technical direction for a group of senior professionals with matrixed support from other DOE sites to develop site-specific and DOE-complex-wide, material management and disposi-tion plans for all forms of nuclear materials (plutonium, uranium, special isotopes, and fuels). Sup-port for these activities included conceptualizing flowsheets, developing facility-use strategies,and assessing options. Moore’s performance earned the Washington Group Eagle award in 2000.

Moore managed a group responsible for supporting WSRC and DOE materials managementinitiatives and planning. Products include the SRS Plutonium Vulnerability Assessment (1996), DOE- wide Integrated Facilities Plan (1995), SRS Integrated Nuclear Materials Management andDisposition Plans (1992-4), SRS Implementation Plan for DNFSB 94-1 Response (1994), AnnualSRS Inventory Assessment and Nuclear Materials Management Plans, WSRC Site Development Plan (1993), SRS Canyon Deinventory Plans (1992), and SRS Pyrochemical Facility Basic Data (1991). Moore also supported several DOE-wide reviews including the Complex 21 Technology Assessment Panel and the Environmental Management Nuclear Materials Stabilization Peer Panel.

As the NSR Facility Manager, Moore managed a team (24 professionals and over 40 operators) that developed and implemented a startup plan addressing all issues (e.g., order compliance, safety analysis, conduct of operation, training, checkout) associated with plutonium processing facilities.Moore also lead the successful startup of a fully-automated replacement precipitator system, which ran at capacity its first day of operation. Prior to start-up leadership, Moore served as “lead-process” liaison (including 2-3 years on assignment in Wilmington, DE) in overseeing design for several new SRS plutonium facility projects. During these years, Moore received a DOE Award of Excellence.

Moore managed a team of 30 professionals and 80 operators who operated the SRS plutonium finishing operations, which recovered plutonium from legacy materials and which producedplutonium for use in nuclear weapons and in nuclear fuels (e.g., Fast Flux Test Facility fuel). Duringthese years, production goals were met without serious injury to employees. Moore also rotated through special assignments supporting design of SRS high-level waste tanks and startup and decommissioning of special plutonium processes.
