Soft Power Solutions (SPS) is focused on providing technology, engineering, and management solutions and resources across a wide spectrum of customers. We have developed a unique ability to bring these same capabilities to promote the key elements of soft power including regional and community security, resiliency, and stability. Using a modified systems engineering approach, we focus on the needs of the end-users to remove unnecessary and costly steps often imposed by complex legacy systems or philosophies. The result is a simplified delivery of solutions for the end-users and funding organizations. In the area of soft power, we perform this between the community or region and the partners (including governments, businesses, charities and institutions) using a process called co-creation. We also define and deliver region and community resiliency and disaster response consulting. Working with our partners, we support a wide spectrum of solutions including information technology, and energy technology based solutions to support the infrastructure.in preparation of emergency disasters. As soft power leaders, we have developed a repeatable process to assess current capabilities, identify the desired end state and build the capacity to achieve goals and produce outomes. We model the society, energy, economics, environment, and infrastructures, as well as the types of disasters common to the area based on previous disasters or earth science projections. We can identify common failure points, as well as recommend changes to minimize failures during disasters. We can monitor real-time situations during a disaster, and can tie these advances to emergency disaster situation awareness leadership groups. SPS provides services, resources, manpower, support and guidance to develop processes, innovative technologies, and leadership to help our clients address complex challenges and deliver soft power solutions all synchronized to meet our national security objectives.

Serves U.S. Pacific Command (USPACOM) as a senior advisor addressing theater security cooperation and “soft power” issues in the command’s area of responsibility. Prior to this, served as Mobilization Assistant to Director of Strategy and Policy, U.S. Pacific Command from 1 January 2007 to 1 February 2010. I had a leadership role in the Pacific Command’s effort to shape and maintain regional security through development of diplomatic, economic, and military policies. Experience includes building and maintaining military-to-military and political-military relationships among the 36 nations within the Pacific region covering over 51% of the globe. Activities included disaster management, humanitarian assistance, homeland defense, appropriate oversight of reserve component matters, and, as a senior leader within the directorate, oversight of strategy and policy issues that influence the Pacific region. In addition, I am active as a USPACOM advocate of science and technology’s role towards addressing global security issues such as humanitarian assistance, peacekeeping, non-proliferation of weapons of mass destruction, disaster management, energy, environment, and security. O continue to lead senior level discussions and chaire the command’s science and technology international affairs panel, a singular multi-agency venue designed to address possible solutions to trans-national challenges.

Activities include disaster management, humanitarian assistance, homeland defense, appropriate oversight of reserve component matters, and, as a senior leader within the directorate, oversight of strategy and policy issues that influence the Pacific region.Brig Gen Vincent enlisted in the Hawaii Army National Guard in 1973 and received his commission as a Second Lieutenant through the U.S. Army Officer Candidate School at Fort Benning, Georgia in 1976. He then traded in his Army National Guard commission for an Air Guard commission in 1982. After attending undergraduate navigator training, he began his flying career as an F-4 Weapons System Officer in the Hawaii ANG.During his National Guard career, Brig Gen Vincent has held a variety of command and staff positions at unit, state, and air staff levels. He also served on several national committees to include a period as Chairman of the ANG Mission Support Group Commander’s Field Advisory Council and President, National Guard Association - Hawaii Chapter. He has commanded at company, squadron, and group levels, as well as commanded in combat during the Balkans conflict and most recently in the Middle East. Prior to his current assignment, Brig Gen Vincent served as the Assistant Adjutant General – Air, Hawaii National Guard.

Concurrently assigned to both HQ, Hawaii ANG as Assistant Adjutant General - Air and to the US Pacific Command. As Assistant Adjutant General - Air, responsibilities included the development and implementation of Hawaii ANG policies and provides guidance to subordinate units with a total authorized strength of 2,460 personnel and an annual operating budget of $85M. He works closely with the National Guard Bureau and gaining major commands in matters pertaining to manpower, plans, programs, and policies affecting the Hawaii Air National Guard and its ability to accomplish Federal, State, and Homeland Defense missions.

Assisted this office under Total Force Integration (TFI) activities to coordinate, plan and establish policy for the Air National Guard, Air Force Reserve and Civil Air Patrol in this area. TFI areas of responsibility include personnel, manpower, organization, force structure, logistics, inspections, budget, legislation, facilities, construction, operational training, exercises, and peacetime support activities, the organizing and training of Individual Mobilization Augmentees, and unit location or relocation.

Responsible to the Director, Air National Guard (ANG) for formulating, developing, and coordinating all manpower, personnel & training policies, plans, and programs affecting more than 106,000 ANG members throughout the United States. Concurrent Assignment with Hawaii ANG and US Pacific Command. Areas of responsibility include formal schools, professional military education, aircrew training, force development, recruiting, retention, policy, plans, programming, legislation, personnel systems, mobilization, and force management. Re-focused ANG direction based on DoD’s transformation strategies. Revised personnel strategy and accompanying vision reset the path of the personnel community to enhancing readiness and homeland defense, defined roles and missions, developed human capital strategy, and supported the Air Expeditionary Force.
