To Manage the procurement requirements of Malta Enterprise and Malta Industrial Parks according to Government Procurement Regulations

To establish, implement and monitor policies and procedures pertaining to the governance of operations within Malta Enterprise, to ensure effective and efficient operations within the organisation.

Malta Enterprise Corporation (ME) is set up to attract foreign direct investment and support local manufacturing enterprises. As Head, my role is to: a) Manage the Project Evaluation Unit, b) Evaluate commercial and technical feasibility of business propositions within reasonable timeframesc) Develop and maintain an effective project evaluation methodologyd) Identify risks to be taken or mitigated by ME e) Assess the eligibility of proposals according to legislation, ME strategyf) Manage, control, coordinate and plan resources and prioritise workg) Manage expectations of other units to ensure a smooth distribution of work h) Liaison and communication with clients and internal units regarding matters related to Project Evaluation. Based on the findings recommendations for financial assistance and factory space are made provided the project is eligible and feasible.Other activities included:a) managing the local activities related to the EU funded Qualitheme project. The leading partner for the project was the Assemblée Permanente des Chambres des Métiers (APCM), France.b) contributing to the Environment Technology Action Plan (ETAP) as the National Focal Point and chaired the local ETAP committee, until Malta Enterprise transferred the project to another Government Agency.

Assigments from IPSE included:1) The implementation of EU programmes of assistance to SMEs under the MEDA project and the monitoring of the assistance for the purpose of: a) verifing the use of aid as intendedb) assess the effectiveness of the assistance granted.2) Managing service partners to assist SMEs select the right provider to implement agreed tasks utilisinf EU funds3) Providing diagnostic consultancy for SMEs to identify areas requiring improvments to ensure sustainability of the business4) Developing business plans to assigned IPSE clients

As account manager I identified the requirements for Information Systems in assigned Government Departments. Once the terms of reference were agreed upon with the department my role was to liaison with the internal and external stakeholders for a timely delivery of the valid application.For a five year period I was seconded to the Commonwealth Network for Information Tecnology (COMNET-IT). My role included:a) Participating as a resourse person in seminars organised by the Commonwealth Secretariat Trade Division to promote e-commerce in Commonwealth Countriesb) Developing websitesc) Coordinating international conferences organised by COMNET-IT
