    The Prestatieladder Socialer Ondernemen (PSO), or the Social inclusive Performance Ladder, is a measurement tool and certification developed by TNO that provides insight into the extent to which organizations contribute to an inclusive labor market. It assesses the ratio of employees with a distance to the labor market to the total workforce at the organizational level. Additionally, it evaluates the quality of guidance and the degree of equality within the company. The aim of the PSO Ladder is to increase labor participation among people with a distance to the labor market and to encourage companies to engage in more socially responsible procurement.Social procurement plays a key role in the PSO framework, as organizations with a PSO certification not only contribute to inclusion themselves but also often choose suppliers that support this goal. This strengthens the social supply chain and fosters collaboration between companies that create employment opportunities for vulnerable groups.The PSO certification includes five performance levels: Aspirant status, Basic level, Step 1, Step 2, and Step 3. Companies that demonstrate above-average performance in promoting inclusion achieve the exclusive PSO 30+ status. These performance levels provide organizations and their partners with clear insights into how they contribute to a more inclusive labor market and a more socially responsible society.
