Overseas Finance Director
CurrentOversee financial operations for 26 global sites with transactions in 7 currencies. Budget of over $75M. Manage staff of 4 responsible for accounts payable, accounts receivable, payroll, accounting, internal controls, and travel. Emphasize a culture of information sharing, professional communications, and customer service excellence across the organization.• Write and coordinate development and implementation of policies and standard operating procedures, ensuring consistency in day-to-day operations and increased financial system efficiencies and accountability. Topics include: invoice payment, contract reconciliation, purchase requisitions, unliquidated obligations, eTravel, payroll processing, and complementary user controls.• Manage monthly payroll disbursements of approximately $1.5M in three currencies to more than 250 employees in 7 countries.• Analyze expenditure trends, including security guards ($7M), utilities ($1.5M), and travel ($1.4M), to provide accountability and tracking to management and to ensure accurate forecasting of needs in current and out years. • Provide ongoing budget execution, planning, and policy advice to senior management and field staff.• Served on 4-member eTravel project team working on contractor selection, system configuration, and user acceptance testing. Provide ongoing support, troubleshooting, and system improvement since go-live.• Serve on agency executive-level Program Budget Advisory Committee. Provide input for strategic funding decisions. Review and approve special funding requests and budget reallocations.
