Subsequently led the commercial and legal negotiations resulting in the establishment of a company responsible for the building, operating and maintenance of a shared network for Vodafone and Hutchison Whampoa. Led Vodafone’s MTR regulatory management and subsequent successful litigation

Managing relations with ComReg and Government stakeholders to influence and direct key regulatory policies, including participation in all industry and regulatory fora.Resolving legal and regulatory queries for the company and ensuring compliance across the company for all licence and legal obligations.Managing and responding to all consultations from ComReg and responsible for compliance of all policies and procedures within the company, including stakeholder engagement.Developing and implementing the strategy for Wholesale in Vodafone, launching National Roaming (NR) and Mobile Virtual Networks (MVNO) on our network, the pricing, technical design, billing capability and end to end processes, and managing a cross business unit team for the launch of these products.

Implementing the separation agreement from Eircom, following the sale of by Eircom of Eircell to Vodafone. This included the separation of the physical network, payroll and retail billing. Selecting, sourcing, and managing the implementation of a new interconnect billing system which is responsible for billing €200M, managing all bill payments, billing queries and disputes. Managing, processing and reconciling invoices, in excess of €150M annually, received from other operators.Developing and managing all aspects of interconnection with other operators, including technical interconnection, capacity management, pricing, contract negotiation and management.Managing over 200 existing international roaming agreements and growing this to 450.Implementing GPRS and 3G international roaming with all existing partners and all new partners, including the contract negotiations, capacity planning, agreeing international roaming rates, the monthly invoicing and settlement of all international roaming traffic.

As Head of Carrier Services, I was responsible for establishing and growing a standalone business unit to implement and manage the regulatory obligations to liberalise the fixed Telecoms market in Ireland, including product development, pricing, and contract negotiation. This included the launch of indirect access and CPS, technical interconnection and contracts with 5 fixed operators in Ireland, negotiation of the first fixed termination rates and mobile termination rates in Ireland, implementing Geographic and Non-Geographic Portability within the Eircom network and the development of local loop unbundling in the Eircom exchanges.
