Senior Country Economists represent the IGC locally and work with the leadership of the Country Director and Lead Academic (the “country leadership team”) to develop and implement the country strategy and strategic objectives. They lead on establishing and maintaining relationships with key stakeholders to advance productive partnerships between researchers and key local policy makers in government, civil society and the private sector. Their core responsibilities include:• Working closely with Country Leadership Team to shape and implement the country strategy.• Leading on developing and maintaining strong relationships with high-level stakeholders.• Driving project generation and the development of clusters of work and of thematic portfolios by proactively engaging with stakeholders, researchers and initiatives.• Driving policy impact by supporting project implementation and policy engagement.• Generating successful SPFs (policy-focused research projects), leading on the identification ofkey policy and research questions, supporting the drafting of proposals.• Conducting research and data analysis, writing analytical policy research papers, synthesis papers, policy briefs, and blogs under the supervision of the country leadership team. This could include taking a Co-Principal Investigator role.• Taking joint responsibility with the IGC Hub in London for programme management and meet the reporting requirements for all country activities to support the ongoing evaluation of the country programme.

MAIN ACTIVITIES AND RESPONSABILITIES:✓Analyze key macroeconomic indicators (GDP, Inflation, Interest rate, balance of trade, exchange rate, etc.) and their impact on Mozambique Economy✓ Analyze Public Planning Instruments (PQG, PES, OE, REO, GCE) to feed advocacy processes in social areas in alignment with the SDGs and other international commitments;✓ Develop and apply tools and methodologies for collecting, organizing and analyzing data on Planning and Public Management based on PES / OE, CGE, REO;✓ Monitor and report quarterly, semi-annually and annually of key macroeconomic indicators and the execution of the State Budget to feed the progress reports of the GMD;✓ Instruct provincial project officers, GMD interns and M&A assistants in their daily tasks, as well as supervise, guide and conduct regular performance evaluations;✓ Train GMD M&E and Project Officers in Sofala, Inhambane, Gaza, Tete and Zambezia provinces in PES/OE data collection and processing tools at local level;✓ Create, update and manage both GMD global database and GMD specific project information;✓ Provide comments to the Executive Director on the progress of projects and suggest strategies to improve their efficiency and effectiveness;✓ Participate in the strategic and operational planning of GMD programs and projects.✓ Documentation of case studies, preparation of brochures and success stories;✓ Coordinate the production of civil society position papers for advocacy processes with the Government in all provinces and at central level.✓ Present National Level Civil Society Position Papers at the National Development Observatories;

MAIN ACTIVITIES AND RESPONSIBILITIES:✓Provide strategic advice to local and national staff and partners around the HIV/AIDS program design;✓Ensure that work on social accountability in the field of HIV/AIDS is closely coordinated with extensive work within the sector.✓Monitor how project activities at the national level ensure impact and learning documentation ✓Ensure cross-cutting issues (gender, HIV/AIDS, governance) are prioritized and monitored throughout the project cycle.✓Facilitate national and regional capacity-building workshops as key stakeholders.✓Support in the production of resources and practical training tools online and offline.✓Ensure that data are collected in accordance with the M&E plan and logical framework on a regular basis.✓Use and promote the use of project M&E tools, working with the M&E officer of the Consortium Project for its use.✓Monitor and report on the monitoring and evaluation framework using the key M&E tools on social accountability to bring evidence advocacy together.✓Conduct an analysis of policy and government documentation on HIV/AIDS & Sexual and Reproductive Health and Related Rights to support evidence-gathering for social accountability.✓Capture lessons learned and best practices for regional sharing✓Assist in the design and production of key communication resources to inform broader work on social accountability in the country✓Contribute in the preparation of narrative and financial reports on a regular basis.
