I am a homicide victim advocate calling for law reform Australia wide for mandatory life sentencing without parole for the crime of rape and murder. I am also calling for rape and murder to be a stand alone crime to reflect the gravity of the crime and to enable specific mandatory sentencing.I am the sister of murder victim Anne-Marie Culleton who was raped and murdered in 1988 by Jonathan Peter Bakewell who broke into her flat in the middle of the night while she was sleeping. Despite being given a life sentence without parole Bakewell was released due to law changes. He has breached his parole four times since his release by taking drugs - the same drugs he took the night he raped and murdered my sister.I am fighting for law reform to make our community safer for women. I am also fighting for law reform so that no other victim family has to live a life sentence of perpetual fear that the offender may repeat his crime.I made a preliminary submission to the NSW Review into Sentencing for Murder and Manslaughter on 8 March 2019.I have a history of helping to drive policy change. As founder and former CEO of Emergency 2.0 Wiki, I helped drive policy change globally regarding government use of social media in disasters. I advocated to ensure the United Nations Sendai Framework for Disaster Risk Reduction 2015:2030 – the global blueprint to build the world’s resilience to disasters – incorporated social media.My advocasy involved presenting at the UN sponsored disaster risk conference to inform the framework (IDRC 2014), making a Red Chair Statement and submitting a research paper. The Emergency 2.0 Wiki was decommissioned in 2018 and is accessible at webarchive.org.I also run Byron Bay Social Media, a social enterprise helping government, business and nonprofits harness the transformative power of social media for social good. Consulting services include social media strategy, social good campaigns, training, coaching, blog/website design, policy and guidelines, reputation and risk management advice and business continuity.

An initiative of the Government 2.0 in Queensland Community of Practice and embraced globally, the Wiki helped build resilient communities empowered with the knowledge of how to use social media in emergency prevention, preparation, response and recovery. As CEO of the Emergency 2.0 Wiki I helped drive policy change globally to accelerate government use of social media in disasters. I advocated to ensure the United Nations Sendai Framework for Disaster Risk Reduction 2015:2030 – the global blueprint to build the world’s resilience to disasters – incorporated social media. My advocacy involved presenting at IDRC 2014, a disaster risk conference organised by the Global Risk Forum in cooperation with the United Nations Office for Disaster Reduction (UNISDR) to inform the new Framework. My presentation was sponsored by the Attorney-General’s Department Emergency Management Australia. As well as the presentation I submitted a research paper. The Wiki ceased operations in 2018.
