The Global Digital Policy Incubator at Stanford University's Freeman Spogli Institute serves as a collaboration hub for development of norms and policies that reinforce freedom, security and trust in the digital ecosystem. Our mission is to help craft and advocate for digital policies that protect human rights and democratic values, especially freedom of expression, freedom of assembly and association, and privacy. We provide a vehicle for multi-stakeholder collaboration - - between technologists, governments, private sector companies, diplomats, international organizations, academics, and civil society in this shared purpose. Served as the first US Ambassador to the UN Human Rights Council in Geneva, during a period of significant transformation of the institution. Built creative cross-regional coalitions in support of Council resolutions that addressed egregious international human rights and humanitarian law violations in Iran, Libya, Syria, Sri Lanka, North Korea. Helped spearhead successful initiatives to advance Internet freedom; freedom of peaceful assembly and association; freedom of religion & belief; LGBT rights; freedom of expression and the empowerment of women.

Research Interests: conflicting ethical and legal justifications for humanitarian military intervention; reinforcing international humanitarian law and international human rights law in multilateral diplomacy; historical evolution of norms on use of force; evolving norms on state sovereignty; UN Reform; American perspectives on international law and international institutions.
