Coordinate infrastructure of an agency with resources of approximately $1 billion and approximately 3,000 employees. Member of DPH Executive Team. Serve as a member of the Commissioner’s senior team. Work with senior team, bureau directors, finance staff and legal staff on policy initiatives. Oversee policy and strategic projects including policy projects with Harvard Catalyst. Manage activities to support healthy eating and active living with the Department of Agriculture and Department of Conservation and Recreation. Coordinate events including three day visit of Surgeon General. Coordinate quality management project to improve out of state travel approval process. Coordinate recommendations for public health boards and commissions. Coordinate applications for two Community Transformation Grants in the summer of 2011. MDPH was only state health department to receive two grants ($3 million per year/5 years).

Responsibilities included statewide policy planning, program development including coordinating RFRs and supervising staff who work on local contract management. In the time I worked at MTCP, the budget has ranged from $53 million to $2.5 million. I have extensive experience in dealing with rollercoaster budgets and adjusting programs to budget increases and decrease. I held a variety of positions in the first 4 years. My first position at MTCP was Northeast Regional Field Director (1999-2000). MTCP had a $35 million budget in 1999 which was increased to $54 million in 2000 following AG settlement with tobacco industry. I became the Interim Director of Field Operations (2000-2002). Following a 92% budget cut in 2002 and the defunding of most of our programs, I worked on evaluation and training projects for a year. I became the Director of Policy in December 2003, to implement the statewide smoke-free workplace law. The law went into effect on July 5, 2004 - 18 days after being signed by the Governor. By 2009, over 90% of workplaces were in compliance with the law. Implementation work included staffing a 40 person commission, promulgation of DPH regulations, training and technical assistance to boards of health and local businesses and coordinating a complaint line/tracking system. In February 2010, MTCP was awarded a $1.2 million ARRA grant to work on reducing tobacco retail advertising. In June 2010, we were one of only 15 states to recieve the first FDA grants to enforce the new FDA tobacco regulations. I helped implement the program and was commissioned by the FDA. Our policy work was focused on the retail environment - pricing, promotions, advertising and warnings.My work also included coordinating procurements for local and statewide programs. Developed proposals and coordinated review process for 18 RFRs and RFQs. Coordinated meetings and trainings for programs. Managed statewide technical assistance providers and local board of health contracts.

Worked with the cities of Cambridge, Chelsea, Everett, Revere and Somerville on youth prevention and secondhand smoke issues. Assisted all five cities in passing local tobacco regulations. Recruited, trained and supervised a diverse staff of community outreach workers and enforcement officers. Served on MTCP regional steering committee, Somerville Community Partnerships and CHNA steering committee. Co-chaired statewide MTCP board of health conference planning committee. Participated in a variety of community coalitions in all five cities to develop relationships and build support for policy initiatives.

Recruited, trained and supervised 4 bi-lingual outreach workers and 20 group facilitators. Organized tobacco education and cessation to low income residents of Cambridge including Latinos, Haitians and Portuguese speakers.

Facilitated substance abuse trainings for Head Start teachers, human service providers and low-income parents. Coordinated federal grant with Somerville Head Start. Marketed curriculum and training programs on a state-wide and national basis for agency.
