In the time I worked at MTCP, the budget has ranged from $53 million to $2.5 million. I have extensive experience in dealing with rollercoaster budgets and adjusting programs to budget increases and decrease. I held a variety of positions in the first 4 years. My first position at MTCP was Northeast Regional Field Director (1999-2000). MTCP had a $35 million budget in 1999 which was increased to $54 million in 2000 following AG settlement with tobacco industry. I became the Interim Director of Field Operations (2000-2002). Following a 92% budget cut in 2002 and the defunding of most of our programs, I worked on evaluation and training projects for a year. I became the Director of Policy in December 2003, to implement the statewide smoke-free workplace law. The law went into effect on July 5, 2004 - 18 days after being signed by the Governor. By 2009, over 90% of workplaces were in compliance with the law. Implementation work included staffing a 40 person commission, promulgation of DPH regulations, training and technical assistance to boards of health and local businesses and coordinating a complaint line/tracking system. In February 2010, MTCP was awarded a $1.2 million ARRA grant to work on reducing tobacco retail advertising. In June 2010, we were one of only 15 states to recieve the first FDA grants to enforce the new FDA tobacco regulations. I helped implement the program and was commissioned by the FDA. Our policy work was focused on the retail environment - pricing, promotions, advertising and warnings.My work also included coordinating procurements for local and statewide programs. Developed proposals and coordinated review process for 18 RFRs and RFQs. Coordinated meetings and trainings for programs. Managed statewide technical assistance providers and local board of health contracts. -
