Built our data analytics initiative from the ground up and assembled a dedicated team to form our Data Analytics Center of Excellence at the largest local government institution in the Baltics, encompassing over 35'000 employees. We deliver data analytics solutions that enhance city operations and foster data-driven decisions across key sectors such as transportation, energy, welfare, finance, and more. Our long-term aim is to become the leading data analytics center of excellence in the Latvian government.I am responsible for all aspects of data analytics, from promoting a data-driven culture and setting the local government's data and AI strategy to designing our data architecture and governance framework. I also oversee day-to-day operations by guiding my team of data analysts, engineers, and scientists. Together, we develop end-to-end data analytics projects including the design and deployment of business intelligence systems, near real-time analytics reporting, AI/ML solutions, and data engineering/DWH/ETL applications. We also provide ad-hoc statistical analysis support, data transformation and retrieval, data automation and digitalization services, and more. As a local government entity, we also heavily participate in various open data, digital twin (IoT), and other government data initiatives.

Developed GeoSpatial search and optimization algorithms, designed databases and data collection methods for integration in the product through an API layer. Conducted big data analysis using PostGIS, QGIS, and Python tools. Assisted in data scraping with Selenium, web development, and other related tasks.

Developed highly customized front-end solutions for leading eCommerce enterprise brands in JavaScript and React. Integrated Dynamic Yield's experience optimization product API’s to deliver quality user experiences. Led company-wide technology seminars and customer training.

Managed the financial portfolio of one of the daughter companies by reviewing credit limit, scoring, tariff logic, and other financial product features. Tracked the performance of the product by implementing automatized dashboards and provided additional data, ad-hoc analysis support.Proactively proposed and implemented changes in the financial product that aligned with the company's set OKR goals by directing IT, legal, CSO, and other department resources. Established tight-knit communication with IT dev teams, country heads, and other key roles to make sure that the development effort is as efficient as possible.

Part of Product and Portfolio Management department. Reviewed and assessed the credit default risk of our credit portfolio by implementing and executing various statistical models using Python, R, QlikSense, PowerBI, different SQL languages, and MS Office tools.Engaged in micro-lending loan product and portfolio management, price, condition setting, and other related tasks. Mainly achieved by developing highly personalized analytical reports and dashboards to visualize and explore different measurements, forecast and provide hypothesis testing.

Part of the Business Intelligence and Analytics department. Worked closely with Client Service Operations, Finance, Marketing, Legal and IT departments to help them in various data reporting, data retrieval, analytics, financial controller and e-learning development tasks. Slowly transitioned into Risk and Product Portfolio management by conducting credit default risk assessments and micro-lending loan product reviews.Used and acquired proficiency in PowerBI, QlikSense, PostgreSQL and MS Office tools.

Managed Social Media communication channels for two successful Initial Coin Offerings which raised over $52 Million in crowd sales. Helped various institutional crypto investors in technical and legislative issues to successfully raise the capital.

Developed an e-learning gamification project for the development team, which involved crafting a creative storyline that engages the player to attain the objective of delivering financial knowledge in business, accounting, and finance.
