I have diversified experience in both public and private sectors. I focus on issues of governance and development within specific contexts of conflict and fragile states. I have assisted at policy level in the Federal and Provincial governments in Pakistan and has hands-on experience of development implementation at the grass roots level. Have worked as team leader on a number of donor agencies and govt driven projects in Pakistan where my unique combination of skills set allowed me to plan, monitor and evaluate successful interventions in social development projects. I have implemented successful education sector reform program funded by DFID to support Primary Education Sector in the context of local governments touching 700 Schools. Served as Project Management Specialist for USAID focusing on education sector programming and investment planning in collaboration with all major donors working to support education sector in Pakistan. Have good experience in education planning and intervention mapping. I have supported the Provincial Cabinet in KPK during 2001-02 on the reforms program conception stage of Provincial Reform Program which was to be financed by a 270 Million Dollars soft loan from the World Bank. The experience provided an overview of challenges in undertaking an integrated Public Sector Reform Program at a provincial level. Consultant Institutional AssesmentDeutsche Gesellschaft Für Internationale Zusammenarbeit (Giz) Gmbh Oct 2021 - Dec 2021Peshawar, Khyber Pakhtunkhwa, PakistanFATA (Federally Administered Tribal Areas) was administered under special laws in Pakistan. The region was a hotbed of terrorism and through a constitutional amendment, the federal government merged these districts with the province of Khyber Pakhtunkhwa. The amendment allowed for all services available to other citizens in the settled districts of Pakistan were to be extended to the newly merged districts. The Right to Services Commission (RTS) was established through an Act of the provincial legislation and is responsible for the enforcement of service delivery of notified services by departments within stipulated timelines. As a consultant for RTS Commission, I undertook an institutional assessment study to identify the state of service delivery in the merged districts with a focus on two sample districts for a subset of notified services. The study identified issues in the state of service delivery in departments and data collection around key processes. Based on the findings the report has provided recommendations to the Provincial Government and RTS Commission on how to improve the state of service delivery by departments working in the newly merged districts of Khyber Pakhtunkhwa. -
