The landscape of service delivery in the legal sector of Pakistan is highly inefficient. Realizing the gap for the need, this startup was initiated to test service delivery models using information technology to enable case management and design a digital law firm. The firm uses action-based research to identify service delivery gaps and suggest improvements using proof of concepts in pilot interventions. Members of the firm have engaged with the local bar council to educate them on amendments in the Civil Procedure Code of 2018 and 2020. The firm is currently focusing on the study of process mapping in land revenue administration and compulsory disclosure by the District Courts Administration.

Peshawar, Khyber Pakhtunkhwa, Pakistan

FATA (Federally Administered Tribal Areas) was administered under special laws in Pakistan. The region was a hotbed of terrorism and through a constitutional amendment, the federal government merged these districts with the province of Khyber Pakhtunkhwa. The amendment allowed for all services available to other citizens in the settled districts of Pakistan were to be extended to the newly merged districts. The Right to Services Commission (RTS) was established through an Act of the provincial legislation and is responsible for the enforcement of service delivery of notified services by departments within stipulated timelines. As a consultant for RTS Commission, I undertook an institutional assessment study to identify the state of service delivery in the merged districts with a focus on two sample districts for a subset of notified services. The study identified issues in the state of service delivery in departments and data collection around key processes. Based on the findings the report has provided recommendations to the Provincial Government and RTS Commission on how to improve the state of service delivery by departments working in the newly merged districts of Khyber Pakhtunkhwa.

The Government of Khyber Pakhtunkhwa intends to improve the quality of sub national governments through adoption of innovative models of service delivery. As a consultant I assist various departments in the provincial and district governments to design, develop and deploy solutions which can improve service delivery and institutional performance. Problem Driven Iterative Adaptation (PDIA) methodology is used to work with stakeholders and framing solutions within the context and challenges being faced by local and provincial governments.

The Chief Secretary's Delivery Unit has been established by the Government of Khyber Pakhtunkhwa to assist monitoring and efficient execution of development projects in former districts of Federally Administered Tribal Areas. The region has the lowest social development indicators in Pakistan and has been a hot bed of conflict and terrorism. Seven district have now been merged with the province of Khyber Pakhtunkhwa. My role in to look after the social sector and mainly looking after Health, Education, Social Sector and other affiliated sectors. Part of my job includes development of a monitoring system and provide policy advice to the office of the Chief Secretary in implementation of development intervention.

The World Bank has hired the consulting services of BMB Mott Macdonald and MMPakistan to support the Federal Ministry of Planning, Development & Reforms and the provincial/regional governments in developing the draft Federal Social Protection Framework. The Framework is envisaged to define and scope “social protection” as agreed upon by the Technical Advisory Committee (TAC) established by the federal Ministry of Planning, Development & Reform and identified provincial and special areas authorities. Also the framework will define the role of federal government in social protection post 18th amendment scenario and highlight the need for maintaining an integrated national data repository (Registry) of beneficiaries and an inclusive institutional mechanism of regularly updating it.As a deputy team leader / Institutional development expert, I was responsible for the overall coordination of the project assignment. Part of my role of as institutional development expert, I concern myself with understanding the institutional dimensions of social protection policies, strategies and programs. I was responsible for identifying issues around institutional design and bottle necks for enabling social protection policy through a series of stakeholder’s consultations in four provinces and two special administrative regions of Pakistan.

• Analysis of the NSS and other documentation relating to skills and TVET development in Pakistan;• Network with the main stakeholders for leveraging existing resources available in the sector and develop consensus on the approach required for integrating all activities under the TVET sector under a unified framework;• Help prepare an outline / template tools and manuals for provincial skills strategy and implementation plans for being integrated within the NSS framework. This has led to the formation of core groups which work closely with GIZ to develop the provincial plans; • Facilitated discussion with key stakeholder on key policy reforms and drew commitment from them on their respective contributions to the reform process in specific areas using;• Have worked with stakeholders on Labor Market analysis and demand analysis for the workshop; • Have conducted provincial workshops which included awareness raising for all stakeholders in addition to their specific role in the implementation of reforms after approval;• Acting as a facilitator/resource person in national and provincial workshops related to provincial implementation; • Recommendations relating to how to approach the development of a national NSS implementation plan, including monitoring and reporting of provincial implementation.

The position of the Project Management Specialist is to work with the relevant government department in designing projects aimed at improving different aspects of the education service delivery and improve upon the indicators and targets set under the MDG’s. Work focused on the design of a multi donor education program focusing on the province of KPK. I was assigned as an activity manager for the infrastructure component for teachers training institutes in fifteen universities of Pakistan under the Pre-Step program. The role involved working with major bilateral and multilateral donors working for education sector in Pakistan.

Presented at a seminar arranged at the Center for Pacific Asia Studies (CPAS), Stockholm University Stockholm University on the current state of Pakistan / Afghanistan war, New Policy Dimensions, Potentials and Pitfalls.Attended a conference in Istanbul arranged by SIPRI to discuss the role of Iran in the reconstruction of Afghanistan and also consider regional solution to the conflict in Afghanistan. Agency Level Strategy Specialist, responsible for assisting the FATA Development Authority and FATA Secretariat in developing agency strategies for seven agencies and six frontier regions. The planning was undertaken through stakeholders consultations and mainstreaming conflict mitigation. As part of institutional development and capacity building efforts, contributed to the Training Needs Assessment of four main departments related with infrastructure in the FATA Secretariat including Works and Services, Irrigation, Local Government and Ground Water. The RSPs collectively worked with a rural membership of community organizations of 1.2 million rural households. RSPN wanted to evaluate the possibility of using GIS for Poverty Mapping and commissioned a research study that delivered on the following TOR’s. Position: Management and IT consultant. Responsibilities: organizing study visits, study the use of GIS maps for development and poverty reduction, and understand the technology and data collection model for the project. Also demonstrated the use of Arc View GIS for the development planning. The demonstration included plotting of data with Arc View the utility of poverty mapping in for intervention targeting. The system aimed at assisting the local governments in development planning and was called as District Development Information System.

Assisted the Finance Minister of NWFP Province on specific assignments, which are identified by the government.
