-As a Level II Certified Acquisition Professional, I worked in the Special Contracting Division; I solicited manufacturers and distributors and selected the recipients of purchase orders and contracts . ’84 - ‘88 and ‘90 -’96 - 10 + years. GS-1102-09 Program Manager: -With a division buying budget of over 50 million dollars, and trained to audit, I singlehandedly implemented ‘Internal Controls’, a system whereby buying operations could be analyzed, tested and corrective measures recommended and implemented in our division of 75 - 100 personnel, thus minimizing fraud, waste and abuse. I analyzed, developed procedures and tested for weaknesses in the buying process, file security and employee time and attendance for the special contracting division. This involved all buys from $5.00 to millions of dollars. Working with supervisors, managers and other employees in the division, branch and section levels, I devised procedural flowcharts, sampling plans, long and short term testing schedules, kept unusual, detailed statistics and used these to develop and 'tweak' existing procedures to find and minimize fraud, abuse and resulting dollar losses. Analyses involved all aspects of the buying process, including: technical, quality, finance and accounting and inventory management; I trained and advised all personnel in auditing and testing rationale, purpose and procedure.
