The Commonwealth’s Office of Coastal Zone Management (CZM) is the lead policy, planning, and technical assistance agency within the Executive Office of Energy and Environmental Affairs (EEA) and implements the Massachusetts Coastal Zone Management Program under the federal Coastal Zone Management Act (CZMA). As the Boston Harbor Regional Coordinator (BHRC), I served as CZM’s primary point of contact with its coastal constituency in the metro-Boston region from Winthrop to Weymouth. I provided technical and regulatory assistance, grant- and plan-writing support, and coordination with state and federal programs. I oversaw coastal management initiatives, including waterfront and port planning, climate resilience and coastal hazard planning, and shoreline/floodplain management efforts, and was the lead reviewer for MEPA, U.S. Army Corps of Engineers, Federal Consistency Review, and other regulatory reviews of proposed projects and activities in the Boston Harbor Region. In this role, I authored and edited sections of the permit guide, Environmental Permitting in Coastal Massachusetts, and managed the development of the first-of-its-kind industry- and location-specific coastal hazard and climate change vulnerability analysis and planning study for major water-dependent industrial uses.

As Waterfront Planner within the Climate Change & Environmental Planning Department, I worked to advance local policy objectives for the Boston waterfront, specifically that its entire 47 miles are accessible to all, climate-resilient, and sustainably stewarded. I administered public and regulatory planning processes, including the Imagine Boston 2030: Waterfront Assessment and Vision, the Downtown and South Boston Waterfront Municipal Harbor Plans, the Raymond L. Flynn Marine Park Master Plan Update, and multiple coastal resilience initiatives. In addition, I reviewed waterfront development project documents, including MEPA filings and c. 91 license applications, to ensure consistency with policy objectives; coordinated with municipal, state, and federal agencies on permitting and oversight of these projects; and tracked and enforced compliance. I also worked to research and codify industry best practices, in particular those related to the impacts of climate change, into zoning and other regulations and ensures implementation at the appropriate level. Finally, I was responsible for the administration of multiple grants and grant programs for waterfront activation, public realm improvements, and water transportation.

Finally, I also developed and implemented the Agency’s thought leadership initiative, which included the piloting of new technologies and partnerships, one of which resulted in the Agency’s “Commonwealth Places,” a crowdgranting partnership with Patronicity.
