Per June 2022 appointment by U.S. Attorney General Merrick B. Garland, serve as the Justice Department's Counselor for War Crimes Accountability, to lead the Department's efforts to pursue law enforcement accountability for grave crimes committed in the wake of Russia's February 2022 invasion of Ukraine.

Serve in USDOJ Criminal Division unit created in March 2010 via merger of the Office of Special Investigations and the Domestic Security Section to handle investigations and prosecutions of human rights violators and other international criminals. Responsibilities include: drafting and helping direct implementation of the Criminal Division’s comprehensive human rights enforcement strategy for pursuing individual and corporate accountability; conducting liaison with federal agencies, foreign governments, and non-governmental organizations; drafting legislation and participating in follow-on intra-agency and inter-agency vetting processes; supervising litigation and international law enforcement assistance efforts involving World War II-era Nazi criminals; representing the section in inter-agency partnerships; participating in counter-terrorism and other national security work; participating in USDOJ task force on combatting hate crimes; and representing the section to the public (including through interviews by broadcast and print media) and before the U.S. Congress (including testifying before Congressional committees and preparing other officials to testify). During my career, I have given hundreds of addresses and presentations on four continents to diverse audiences, on such subjects as human rights law enforcement, hate speech, hate crimes, Holocaust remembrance, and tolerance.

Responsible for supervising all aspects of U.S. Government's investigations and civil and criminal prosecution of cases involving World War II-era Axis criminals and postwar human rights violators; directing all Justice Department investigative efforts concerning gold, artworks, and other assets looted by the Nazi regime and its allies; testifying before Congress; heading inter-agency working group on human rights violator cases; negotiating cooperation agreements with foreign governments and U.S. federal agencies; managing a 35-person staff and an annual budget in excess of $6 million; initiating and supervising development of the unit’s pioneering knowledge management systems; planning and inaugurating new law enforcement program after Congress expanded OSI’s mission in 2004; and supervising OSI’s involvement in Justice Department counter-terrorism efforts. I negotiated the only law enforcement assistance agreement ever concluded between the U.S. and Soviet governments (1989). During my service as director, OSI set records for prosecutions and victories in WWII Nazi cases; prevented scores of Nazi and Japanese perpetrators from visiting the United States; was the only unit of its kind to win awards from Holocaust survivor groups and Jewish organizations; identified gold looted by the Nazis from Jewish victims; proved that such victim-origin gold was sold during the war by the German Reichsbank to the Swiss National Bank; located a Nazi-looted artwork in the collection of the National Gallery of Art, took initiative to provide assistance that helped achieve the 2002 murder conviction of one of the perpetrators of the 1963 16th Street Baptist Church bombing in Birmingham, Alabama; and was the only federal government component to win praise in the final report to Congress on implementation of the Nazi War Crimes Disclosure Act to disclose to the public millions of pages of classified documents relating to Nazi criminals and their crimes.

Assisted OSI's Director in supervising all aspects of work of USDOJ unit handling the federal government's investigations and trials of civil denaturalization and deportation cases involving persons who participated in Nazi-sponsored crimes of persecution during World War II.

Responsible for broad range of legal and political matters, including worldwide human rights initiatives, at world headquarters of major international NGO headed by Edgar M. Bronfman. Represented the organization at the United Nations, at which it had official consultative status with the U.N. Economic and Social Council (ECOSOC). Testified before a subcommittee of the Committee on Foreign Affairs, U.S. House of Representatives (1986). Directed the global investigation that resulted in the worldwide exposure of the Nazi past of former United Nations Secretary General Kurt Waldheim.

Handled securities, products liability, insurance coverage, directors and officers liability, contracts, and libel matters for corporate clients at leading international law firm headquartered in New York City.

Federal prosecutor, hired via the Department of Justice Honors Program; investigated and tried civil denaturalization and deportation cases involving persons who participated during World War II in Nazi-sponsored crimes of persecution.

Taught the introductory Finance course (on unpaid volunteer basis) in the Community-Wharton Education Program (CWEP), which provided disadvantaged inner-city residents of ability with the opportunity to receive college instruction under full scholarship and, in some instances, to advance into regular academic programs at the University of Pennsylvania and other universities.
