Leading the stand up, organization of embedded cyber protection of multiple government agencies including architecture, deployment and operations of system providing real time monitoring of state of cyber hygiene of enterprise assets.• Formulated and leading team for design, implementation and maintenance of integrated COTS products embedded in networks for 13 government Department and Agencies covering 70% of the Federal government infrastructure resulting in Cyber Dashboard for near real time mitigation of network asset cyber health. • Manage vendor relationships for COTS providers of Cyber protection products. Led vendor negotiations and purchasing processProgram Manager- Global Enterprise Partners Program (2011- 2014) Program Manager of 72 FTE performance based services contract for Joint organization providing worldwide IT operations and sustainment along with intelligence analytical services at 24 locations across the DoD. • Manage operations and sustainment of capabilities deployed throughout multiple enclaves worldwide• Earned Exceptional CPARS in all evaluated categories for three consecutive years and averaged over 98% of possible award fee on performance based contract throughout contract.• Increased contract revenue by 20% through recognized exceptional performanceProgram Manager-DCGS Enterprise Systems (2007-2011)Management and execution of a family of service oriented architecture program across U.S. Air Force, Intelligence Community, OSD(NII) and USD(I).. • Responsible for the design and governance of the to be reference architecture and integration of 5 existing Distributed Common Ground System Programs (DCGS) of Record into an interoperable Enterprise System utilizing common services.

Program Manager and capture lead for a family of programs offering reverse engineering and modernization of legacy applications to J2EE architecture. Leading the formulation of program team staffing, processes and contracts for newly established product offering for business unit. Responsible for business development and capture activities for contracts with aggregate value of $50 million. Major contributor to definition of new market, creating need across U.S. Air Force Logistics Command resulting in award of $2.5 million in fixed priced contracts and initiation of ID/IQ. Program Manager for initial offering in business area, standing up new capability to modernize application used across DoD. Key person on proposal team for a $185 million, 10 year integration contract with U. S. Navy for integration of missions systems. Selected as one of 5 oral presenters for competitive contract selection.

Program Manager for multiple high visibility Department of Defense pilots under contract to the Defense Information Systems Agency. Led the integration of legacy applications exposed through web services and for the design and deployment of a user facing portal. Actively managed a team of over 30 engineers and 6 subcontractors while coordinating various external project stakeholders. Ensured on time delivery for all contract deliverables for several contracts totaling over $8 million of Cost Reimbursable Contracts. Instrumental in the capture of contracts of over $5 million of new and repeat business.Systems Engineer for the analysis and evaluation of customer facing processes of the Department of State Passport Systems automated data processing and records management system. Performed requirements analysis of current processes across the department and crafted solutions recommendations for E-Government modernization for customer facing processes.

21 years as a Naval officer. Job assignments included flight instructor, light attack pilot in A-7E's, test pilot, fighter pilot and deparment head in F/A-18 certified as air wing strike leader while simultaneously managing all maintenance activities for squadron aircraft with 125 man workforce, operations officer managing $4m budget, test pilot for mission computer systems integration on the F/A-18, personnel and career manager for acquistion specialists and Chief Engineer for government engineering workforce through flight test of Joint Strike Fighter aircraft.
