Responsible for the oversight of facilities and infrastructure, maintenance, construction, and execution for the four Naval Nuclear Laboratory Department of Energy (DOE) sites.- Federal Project Manager for two major construction projects, with budgets >$100M, vital to protecting critical national security assets against design basis threats.- Directed the facility and infrastructure planning, maintenance, and construction portfolio of $2.5B over a 10 year window.- Developed the subcontractor management program that was applied by a team of 8 project managers, resulting in a 120% improvement (increase of $36M) in annual work accomplishment.- Led the Naval Nuclear Propulsion Program sustainability and climate change resilience, led development of the program’s first set of Climate change Vulnerability Assessment and Resilience Plans to manage the short and long-term effects of climate change on nuclear navy mission and operations.- Developed program metrics and dashboard to efficiently track and consolidate construction and maintenance work for the portfolio. This led to identification and elimination of severe work execution inefficiencies and significantly contributed to the on-time execution of multiple critical path projects to a $2B construction project.- Provided direct oversight for a significant site electrical power upgrade project and identified several opportunities to mitigate significant risks associated with loss of commercial power for assets critical to national security.- Performed third party review of other significant projects and developed recommendations and strategies to ensure execution of requirements within budget and schedule.
