As a Senior Environmental Scientist, my role involves managing electric transmission permitting work for Dominion Power in Virginia and North Carolina. I am responsible for reviewing proposed electric transmission projects and determining their environmental permitting requirements. This entails obtaining environmental permits in both states, working with project managers to fully understand project scope, and engaging with external consultants to create permit applications and other deliverables while ensuring quality and timeliness. To accurately assess if environmental permits are necessary, I apply my expert knowledge of environmental regulations, specifically CWA Section 404/401, ESA Section 7, NHPA Section 106, Erosion and Sediment Control, and Virginia and North Carolina Stormwater Management Programs. Working closely with Virginia project managers, I collaborate with other vendors to prepare applications and secure environmental permits or clearances required for construction. As the liaison between the project teams and regulatory agencies, I communicate environmental compliance requirements, provide technical assistance for environmental compliance, and interpret environmental permits and regulations to ensure compliance dates and requirements are met. I also negotiate permit conditions, represent our client during regulatory inspections, and attend other regulatory meetings. Furthermore, I provide direct oversight and technical direction to contractors and consultants, including preparation of scopes of work, purchase requisitions, permit applications, permit support materials, and invoice approval. My goal is to ensure that all projects are completed safely and in compliance with environmental regulations.

As a senior environmental scientist and compliance manager, I oversaw 11 localities in SW Virginia to ensure adherence to VA Stormwater and Erosion Sediment Control Laws and Regulations. Each year, I conducted over 100 field inspections to assess construction and maintenance activities and prevent any negative impacts on aquatic and other natural resources. I applied federal, state, and local regulations to guarantee compliance with water quality and other natural resource laws. Additionally, I possess thorough knowledge of the permit application process, including VPDES, NPDES, CWA 401 & 404, SWPPP, Construction General Permit, MS4 programs, and VDOT C107 reporting. As a Senior Environmental Scientist and Lead Inspector, I evaluated mitigation efforts through detailed analysis and engineering methods during construction site reviews. I provided follow-up inspections with comprehensive technical reports. My work involved collaborating with federal and state entities, including the US Army Corp of Engineers, US Fish & Wildlife, VA Dept. of Game & Inland Fisheries, VA Dept. of Mines, Minerals & Energy, VA Dept. of Historic Resources, VA Dept. of Forestry, VA Marine Resources, and private entities related to the coal industry such as EQT Equitable Resources, Gas Pipeline Production, Mountain Forest Products (biomass), and GOBCO LLC, Coal Pile Reclamation. I utilized my knowledge of federal/state/local guidelines and regulations governing the issuance, review, approval, and acceptance of land-disturbing permits. Additionally, I managed the Stormwater Compliance and Erosion & Sediment Control Compliance Plan. I negotiated timetables for Corrective Action Plans to expedite compliance through Inspection Reports, Requests for Information and Notice of Corrective Action Plans. I also reviewed and approved engineering construction drawing plans. My responsibilities extended to performing coal reclamation mining spoil inspections and gas transmission line inspections. I led the implementation of technical, financial, or administrative assistance programs for local government units to ensure efficient program implementation or timely responses to requests for assistance.

As a Permitting Specialist, I reviewed and oversaw subdivision site plans, highway engineering plans, construction documents, property plats, and utility ROW. I also led on-site evaluations of key elements such as sight distance, geometry, percent of grade, subgrade stabilization, and surface before acceptance into the VDOT road system. In addition, I determined permit fees and surety bond amounts, reviewed and inspected new subdivision streets, performed final inspections for acceptance into the state system, and submitted completed packages to the Central Office. I was responsible for interpreting VDOT Road/Bridge standards and specifications, VA Work Area Protection Manual and Land Use Permit Regulations, and Subdivision Street Requirements. Finally, I developed detailed field reports, management reports, and presentations for senior leadership.

As a Landscape Architect, I have experience designing properties in Southwestern Virginia, ranging from commercial to high-end residential, with a value exceeding $1M. Additionally, I have overseen yearly maintenance programs for corporate clients and implemented a successful CPTED project for VA Commonwealth University. In my work, I carefully analyze environmental data, taking into account the location of wetlands, protected habitats, and streams. This information is incorporated into my engineering and architectural plans. I also make sure to select sustainable materials for use in landscape designs and carefully choose plants for environmental remediation. Collaboration is key in my work, and I work closely with a team of experts in architecture and engineering to design all elements outside of a building envelope. This includes lighting, wayfinding (signage), parking lots, roads, sidewalks, sports fields, entertainment venues, memorials, landscaping, and irrigation design for commercial, municipal, and residential projects.
