Elizabeth Field is the Chief Operating Officer of the Elizabeth Dole Foundation, which supports veterans, service members, their caregivers, and their families. Prior to joining the Foundation, she served as a career SES Director in the U.S. Government Accountability Office's (GAO's) Defense Capabilities and Management Team (DCM). DCM leads GAO's efforts to support congressional oversight of the Department of Defense as it pursues broad-based initiatives to modernize and transform its forces to address a more diverse range of threats. Ms. Field served from 2014-2017 as Senior Advisor/Chief of Staff to the Under Secretary of State for Civilian Security, Democracy, and Human Rights. The bureaus and offices reporting to the Under Secretary aim to contribute to the security of the American people and nations around the world by assisting countries to build more democratic, secure, stable, and just societies. Prior to joining the State Department, Ms. Field served as Assistant Inspector General for Audits and Inspections at the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR), which conducts audits and investigations to improve the effectiveness and efficiency of the Afghanistan reconstruction effort and to detect and deter waste, fraud, and abuse. She previously worked at GAO (between 2002 and 2010), serving as a Senior Analyst in the International Affairs and Trade team, where she authored several reports on a host of issues related to foreign affairs, international human rights, global health policy, and national security. Ms. Field has traveled extensively in the Middle East, Africa, and Southeast Asia, where she led fact-finding trips related to her work as a government auditor. She holds a Master's Degree in Public Policy from Duke University and a Bachelor's Degree in History from Davidson College, where she graduated cum laude with honors.
