• Planning, administration, and oversight for the Section of Emergency Programs comprised of 22 staff, an $8 million budget, and three units: Preparedness, Trauma, and Emergency Medical Services (EMS). Responsible for all policies, programs, personnel and budget for the Section. • Management, consultation, and technical advice on all aspects of emergency medical care for disaster preparedness and response, emergency medical systems, and trauma system planning including:•Leadership for $5mil Public Health Emergency Preparedness grant from the CDC, $2mil dollar Hospital Preparedness Program, and clinical volunteer registry management system; •Leadership for the Medical Advisory Board and the Trauma Care Committee on trauma level consultations and designations to all hospitals in the state. Provided oversight of the State EMS Plan and Trauma Triage and Transport Guidelines development.• Leadership for the Alaska Council on EMS, provision of certification systems for all EMTs in the state, manage grant funding for regional EMS providers, develop statewide electronic testing software and web-based certification project, contract management of the State Medical Director.• Advised interagency state and federal partners, including Emergency Medical Services (EMS), First Responders, Air Rescue, and State Div. of Homeland Security and Emergency Management to develop strategies to address preparedness gaps and shortages. • Oversaw development of statutory changes related to Section and determined financial impacts for legislative bills and OMB requests for budget adjustments.

•Project management implementing American Reinvestment and Recovery Act (ARRA) efforts related to Health Information Technology (HIT). Administered federal grants and awards in support of the design, development, and implementation of an Alaska Health Information Exchange (HIE) System, the Alaska Medicaid Electronic Health Record (EHR) incentive payment program.•Enhanced the State Strategic Medicaid HIT Plan, State Health IT Strategic and Operational Plans.•Assisted the HIT State Coordinator in planning, development, evaluation, budget/fiscal management, and effective goal achievement for federal. This project involved grants management and fiscal oversight between the State and the Office of the National Coordinator (ONC) and Centers for Medicare & Medicaid Services (CMS), as well as serving as a liaison for HIT-related projects with other state agencies, hospitals, providers, and legislative staff. •Managed financial operations and enhanced internal controls of the state accounting infrastructure. Fiscal administration over the Medicaid Management Information System upgrade and the 5010 and ICD-10 conversion project for the State. Improved procurement and grants administration processes for HIT. •Provided training and technical assistance to hospitals and providers on operational impacts of EHR Implementations and collected data for CMS attestation requirements. Collaborated with Alaska’s Regional Extension Center to enhance participation in the HIE project statewide. •Developed internal policy and procedures related to the EHR Incentive Payment Program to include audits to prevent fraud and abuse and ensure that providers were engaging in the program with the goal of improving healthcare outcomes for Alaska.

•Developed, negotiated, and administered contract documents and change orders for key study parameters in support of eResearchTechnology’s cardiac safety and clinical data application services. •Preparing proposal documents in line with the clinical protocol and client expectations. •Contract managed pharmaceutical study details, approved core agreements to certify all terms and conditions. Negotiated contracts with the ERT’s legal and clinical personnel. •Maintained a central database, provided reporting to senior management.•Sales strategic planning developed to ensure billing, equipment logistics, and operation practices were consistent with contract parameters.

• Implemented federal Prison Rape Elimination Act (PREA) grant to the WDOC.• Development and delivery of staff and inmate training relating to the PREA law and WDOC policy • Organize state-wide conference to provide training across criminal justice disciplines and coordinate victim services for inmates transitioning into the community.• Developed an incident-tracking database to ensure all sexual misconduct incidents were reported and recorded accurately. • Monitored prisoner re-entry program planning and implementation for WDOC policy and procedure development, enhance staff training, and community resource development. • Managed inmate assessments and program completion status for the State Parole Board and recruited appropriate community based services for continuing inmate care outside the prison system.

• Responsible for the WDOC Tobacco Cessation Program- designed the Tobacco Free policy, program procedure, budget, and implementation plan to apply to all inmates, offenders, staff, and their families.• Designed research and evaluation protocols for tobacco education and cessation services department-wide to enhance the health and wellness standards for WDOC inmates and staff. • Provided contract management and enhanced partnerships with University of Wyoming's WYSAC, Glasko, Smith & Kline, and Free & Clear Quitline Services. • Facilitated education and cessation groups with multi-disciplinary teams, community agencies, staff, inmate groups and their families.• Developed a successful marketing campaign including published articles, printed educational resources, radio interviews, and bulk material dissemination.

• Analyzed and documented substance abuse trends; provided policy advice and information to leadership; collaborated with state, federal, and national agencies to improve comprehensive substance abuse treatment, prevention, and early intervention services in Wyoming. • Facilitated strategic planning process and development of performance measures tying directly into the SACP programs and initiatives of the Wyoming State Legislature. • Provided financial impact analysis for policy changes to enhance substance abuse delivery systems. • Responsible for the coordination and monitoring of $25 million dollars to implement the eleven components of the Wyoming SACP. • Acted as legislative liaison to the Governor's Advisory Board on Substance Abuse and Violent Crime and other related councils, multi-disciplinary teams, and committees; organized all legislative correspondence; tracked all legislation; conducted bill analysis; submitted all legislative reports pursuant Statute. • Published legislative reports on treatment, drug court, and prevention programs to monitor project deliverables, outline budget risks, and provide quality assurance checks of the state’s service providers.

• Managed training department for State Incentive Grant (SIG) and Tobacco Prevention & Control recipients in substance abuse prevention and treatment related best practices, coalition building, policy development, prevention training, and evaluation development.• Developed, marketed, and delivered customized, culturally competent Alcohol, Tobacco & Other Drug (ATOD) prevention training for service delivery to over 300 professionals in communities across Alaska. • Developed and managed an Internet-based data collection system for program tracking activities.• Provided fiscal management of the department and managed the evaluation contractor to provide quality assurance reports and to monitor the successes of SIG programs.
