Scope of responsibility: Lead a staff of approximately 50 engineers, technicians, clerks, graphic designers and programmers through 7 direct reports as the Manager of the Engineering Services Division. Administer a $5 million annual operating and approx. $50 million capital budget. Oversee EBMUD's Engineering Dam Safety Program, Alt. Chief Dam Safety Engineer. Manage engineering technical services including: civil/geotechnical engineering, specifications, cost estimating, facilities drafting, mapping, graphic design, engineering records & architectural engineering. Responsible for advancing dam safety, emergency response and planning, design quality control, electronic archiving, as well as standardization of administrative processes.Represent EBMUD in permit negotiations with various federal, state and local agencies. Lead community meetings and work with community groups, county public works and elected officials. Extensive experience with public presentations and presentations to EBMUD’s elected Board of Directors. Contributing author and reviewer of the Engineering and Construction Department’s Emergency Response Plan, Dam Emergency Response Annex/Plan and numerous other Departmental and District documents. Extensive experience with public procurement, including consultant selection, negotiations, public works contracting. Oversee the bid and award of all District waterside capital construction contracts. Managed and oversaw the work of engineers and clerical staff in the completion of: cost estimating, specification preparation, mechanical, electrical and civil design work at a variety of water and wastewater treatment, storage and transmission facilities as well as occupied facilities. Oversaw the public bid of construction projects with a total dollar value of approximately $100 million annually. Performed routine supervisory duties such as hiring, performance evaluation, and discipline. Have extensive knowledge of Public Contract Code. Managed the Engineering Support Request program in completing 50-70 facilities projects per year. Provided programming and technical support for the Department’s CAD/CAM program. Completed various special assignments including: Leading an effort to streamline EBMUD’s process for customers to request and install new water services. Used consensus building and interpersonal skills to successfully implement proposed changes which resulted in a 2 to 5 week savings in processing applications. Developed curriculum for a one-day Project Management class, which has been presented 6 times at EBMUD.As Special Assistant III: Developed the structure for a management leadership academy. Working with Managers and Directors, developed individual components including: an EBMUD Leadership Model, Leadership Success Profile, evaluation of target openings, assessment of potential feeder pools, selection process, assessment instruments, and curriculum and developed “Action Learning” projects. Through consensus building and gathering of stakeholder input, led the development of a program that met the needs of senior management, the Board, General Manager, and participants.
