Elizabeth is the Assistant Deputy Bureau Chief of the Legal Office with the Illinois State Police. Previously, she was the Assistant Bureau Chief and Chief Counsel for the Illinois State Police, Medicaid Fraud Control Bureau. In that capacity led and collaborated with federal, state and private agencies on the detection and investigation of fraud in the government funded insurance programs investigating providers. She has 20 years experience in Medicaid fraud detection, investigation and prosecution. Prior to her work with the Illinois State Police, she was the Deputy Bureau Chief for the Illinois Attorney General’s Office, Medicaid Fraud Bureau. She began with the Illinois Attorney General's Office in 1998 and worked in various capacities including serving on detail to the Department of Homeland Security, Immigration Customs Enforcement, Cyber Crime Investigations. Other than her experience in the investigation and prosecution of a variety of complex cases involving Medicaid Provider Fraud Elizabeth gained experience while working at the Attorney General's Office in areas of official misconduct, financial crimes, identity theft and computer crime investigations. As an Assistant Attorney General with the High Tech Crimes Bureau, Elizabeth investigated and prosecuted cases involving the sexual exploitation of children under the federal Internet Crimes Against Children (ICAC) grant. Elizabeth provided technical assistance to local police and prosecutors on child pornography cases throughout the State of Illinois. Additionally, she provided educational seminars to parents and children on Internet Safety. Her litigation experience includes criminal and civil trial evidence, digital evidence, forensic analysis, and the use of EnCase® Software in the production of evidence and expert witnesses. She has developed and presented to professionals on topics of investigation and prosecution of Medicaid Fraud, criminal investigations and prosecution, government agency cooperation on investigations and attended training hosted by the National Association of Medicaid Fraud Control Units (NAMFCU), the National White Collar Crime Center (NW3C) and the National Center for Missing and Exploited Children (NCMEC).
