Advisory & Strategic Planning: Initiated and maintains Allegany County Government’s Business Continuity /Disaster Recovery Plan, Collaborative Data Workgroup, Technology Integration Plan and County Infrastructure Plan. Researches, pilots and evaluates technologies and methods as well as provides budgetary recommendations for line items and capital expenditures across the organization. Leads cross functional teams in analysis of business process engineering.Customer Service & Operations: Implemented a priority driven electronic work request system and the centralization of technology/communication purchasing. Coordinates with end users, support staff and vendors in a 24x7 availability environment for 4 essential services facilities. Resolves technical issues in a timely manner and guides team in development of preventive maintenance measures, capacity planning and risk assessment. Integration of cloud computing services, BYOD management.Infrastructure: Designs and maintains multiple LANs (wired and wireless), WANs, Video (Streaming and Conferencing), PBX and multi-site VOIP infrastructures. Manages cellular, leased line, cable, satellite and fiber resources, negotiates rate plans, pole attachments and cooperative tower agreements. Migrated leased voice circuits to WAN for reduced cost and increased call capacity. Implemented token based authentication for public safety network application access. Designed the cable plant as well as IT and dispatch operations center of the newly opened Allegany County 911 Center and Detention Center.Training: Implemented organization’s integrated employee technology training program which includes skill level assessment and training opportunities on crucial policies, procedures and technologies. Conducts employee training, designs supporting materials for self-guided instruction and maintains multiple mixed media training facilities for internal and external users.
