Reporting to the CFO of IDS, primary responsibility is for the results and effectiveness of the Pricing and Estimating function within IDS Finance, strategic financial oversight, and direction. Responsibilities include:• Participation in all IDS business unit discussions pertaining to win strategies, margin and investment recommendations and cash flow models. • The cost estimating and pricing proposal process for IDS. This includes ensuring business practices confirm with government FAR/DFAR requirements as well as Raytheon Company policies and procedures to include the Raytheon Capture Proposal Process. IDS wide estimating system approval/audits and government interface.• Development and implementation of processes and procedures for IDS as it pertains Finance’s participation in the capture process. Decisions in this regard may have a positive or negative effect on the near-term success or failure of the business unit, and seriously impact abilities to meet the corporation’s overall long-term objectives. • Strategic oversight for use of alternative financial structures utilized for strategic captures. • Risk and opportunity assessment process and support competitive analysis projects• International Proposal oversight including foreign exchange, international taxation, offsets, Letters of Credit and other financial bonding tools. • Cost volume development for major pursuits and the team development and leadership skills to lead a large proposal team. • Interface with all levels of the enterprise to include IDS Leadership team, other Senior Management, Product Line personnel, Business unit VPs, Program Controllers, Business Managers, Directors, Program Managers and Proposal Managers on a regular basis. • Communicate with customers and their agencies (DCAA/DCMA). • Excellent written and verbal communication skills to include presentations skills and listening.
