During the presidential transition period in 2009-2010, in an acting capacity, functioned as the CEO of the Military Health System, a $47 billion/year defense health program employing more than 200,000 health professionals serving more than 9.6 million service members, retirees and their families in more than 70 hospitals and 500 clinics and laboratories around the globe.

• Lead the transformation of the Military Health System’s capacity and systems of health surveillance, combat casualty care and patient movement throughout the US Global War on Terror, which reduced combat-related disease, injury and died of wounds rates to the lowest in US history. • Incorporated lessons learned from ongoing operations between Jan 02- Feb 10 to continuously improve force health protection policy, doctrine and practice. • Established new programs to prevent, detect, treat and electronically document deployment-related injuries, illnesses, exposures and concerns of the more than 1.5 million service-members who served in joint theaters of operation since 2002. • Improved continuity, quality, and effectiveness of clinical care during combat operations by identifying gaps in capability and establishing several new MHS enterprise services to fill the gaps: enhanced medical logistics supply chain; new vaccination health care network; Joint Theater Trauma System and Registry; Joint Theater Medical Data and Decision Support Systems; and Centers of Excellence to address gaps in ability to effectively address invisible wounds of mild traumatic brain injury and traumatic stress.

Held several positions in Reserve Affairs during this period, last 3 years were as Deputy Asst Secretary of Defense for Military Assistance to Civil Authorities. In 2000, was double hatted as Chief of Staff, and performed the duties of Assistant Secretary of Defense for Reserve Affairs for 9 months during presidential transition in 2001.
