    • As Assistant General Counsel for Enforcement, supervised six attorneys providing legal advice to senior leadership on enforcement and security matters relating to agency operations and supported a legal division of over 1000 attorneys on enforcement issues.• In collaboration with the Assistant Secretary for Policy, concluded an agreement with a coalition of Caribbean nations (“CARICOM”), to improve regional security by the sharing and vetting of advance passenger information of air travelers to the region to identify known or suspected terrorists and criminals. • Awarded the General Counsel’s Award for Extraordinary Achievement in National Security Law or Homeland Security Law in 2008 for contributions to two Secretarial priorities concerning the expanded and novel use of advance passenger information both globally and within the interagency community to identify travelers associated with known and suspected terrorists and criminals.• Served as lead departmental representative to the President’s Proliferation Security Initiative (PSI), an international initiative designed to disrupt the transfer of materials to proliferators of weapons of mass destruction.• Detailed to the White House Transition Planning Office in 2003 to implement the start-up of the DHS while simultaneously overseeing the work of a talented team and handling unique legal issues that arose throughout the transition and start up. Nominated by the General Counsel for the Federal Bar Association’s Transportation Attorney of the Year.

Received the Commissioner’s Award for my role in the negotiation of a settlement in a criminal/civil fraud case that resulted in the defendant’s criminal plea and payment of a sum in excess of $14 million, leading a team from a wide variety of Customs disciplines that included agents, auditors, import specialists, inspectors and attorneys.• Seconded to Her Majesty’s Customs and Excise Solicitor’s Office the United Kingdom. • Addressed the United Nations International Civil Aviation Organization (“ICAO”) on Customs authority to seize common carriers illegally transporting controlled substances. • Negotiated numerous international agreements, including the Preclearance Agreement with Aruba in 1994. In 2008, after negotiating an amendment to the agreement to expand the scope to include the preclearance of private aircraft, the Prime Minister, at the Secretary’s signing ceremony, publicly recognized my contributions to both agreements.• Directed, in 1991, at the request of the Commissioner of Customs, a multidisciplinary team in responding to requests and subpoenas from Congress relating to closed and related on-going investigations of a bank in Atlanta for which I received the Commissioner’s Award.
