Port-Au-Prince, Haiti

- Conducted a final project evaluation of the American and Haitian Red Cross, Population Services International (PSI)-led Consortium PrevSIDA Project. - Assessed and analyzed the results, outcomes, impacts and effectiveness of the project as well as the major factors that impacted the results.- Provided recommendations based on lessons-learned to better design and implement similar projects for the future.- Analyzed the level of coordination with internal and external actors in terms of program planning, resource management and implementation.

- Conducted a rapid health care needs assessment and gap analysis in the Northeast Department of Haiti in order to advise USAID-Haiti on the viability and sustainability of a proposed Departmental Hospital to be operated by the Haitian Ministry of Health (MSPP) in Ft. Liberté, Haiti. - Inventoried and evaluated healthcare services currently being provided in the MSPP Ft. Liberté Health Referral Network and other public, non-governmental, and private organizations in the Northeast Department. - Examined historical caseloads and evaluated the expected changes in the overall population and demographic profile of the Ft Liberté area as it related to current and projected healthcare needs.

- Responsible for grant writing services for the organizations’ programs in several developing countries.

- Managed staff of 38 International and National program managers, officers, and social animators. - Recruited and oriented new staff as needed.- Supervised the implementation of 5 Protection, Gender Based Violence and Child Protection programs and ensured that stated goals and objectives were met, that projects were appropriately monitored and evaluated and, that reports were written and submitted in a timely manner.- Managed USAID/OFDA & PEPFAR grants and private funding totaling approximately $6 million annually.- Coordinated with CRS/DR on the implementation of cross-border protection activities.- Developed project proposals and budgets that provided the resources for the implementation of the strategy and ensured effective start up, management, implementation, monitoring, reporting and evaluation of funded proposals.- Represented CRS at coordination and cluster meetings, and with local government, donors, UN and other NGOs.- Participated in and/or led child protection and/or multi-sectoral assessments as required.- Created a team environment for long-term prioritization and planning.- Ensured legitimate representation of the target population and that they were represented throughout the planning, implementation and evaluation of activities.

Collected data pertaining to national and regional demographic information, maternal and child health statistics, information concerning potential local partners and the current health infrastructure in the Northwest region of Haiti.- Provided recommendations for implementation strategies of a child survival program to UMCOR-Washington.

- Responsible for managing a $450,000 USAID Child Survival grant and various HHF community development project funds totaling $350,000 annually.- Responsible for grant compliance, monthly progress and financial reports, procurement, payroll, inventories, and personnel management of 90 local staff.- Monitored and managed rural development projects in health, nutrition, sanitation, housing and poultry.- Communicated project progress and developed strategies with headquarters and donors.

- Evaluated, re-organized and managed a Catholic Relief Service-MCH nutrition program for pregnant & lactating women and a recuperation program for severely malnourished children.- Designed and incorporated an extensive nutrition education component in addition to other health related topics and services such as growth monitoring, breastfeeding promotion, vaccinations, natural family planning, Oral Rehydration Therapy and HIV/AIDS education for all women in programs mentioned above.- Computerized all programs for a more efficient tracking system and a reporting system to retrieve statistics for donors and HHF field workers.- Trained a Haitian nurse to successfully manage and implement all aspects of the program.

- Hired, trained, supervised and evaluated a staff of fifteen social workers and one expatriate. - Organized and conducted an orientation seminar for social workers on current policies and procedures of family tracing, refugee resettlement and security issues as well as post traumatic stress disorders.- Established and managed the Jérémie sub-office and budget.- Coordinated all logistical arrangements for home visits to families, escorts of children, and follow-up visits to resettle unaccompanied minors from refugee camps in Cuba to their families in Haiti.- Prepared weekly progress reports for the Save the Children Country Director.- Assisted with quarterly reports to donor and other agencies such as UNHCR, ICRC and IFRC.

- Supervised and directed a staff of ten expatriates and fifty refugee volunteers.- Established a daily schedule and curriculum including education, health/nutrition, HIV/AIDS education, arts & crafts, recreational activities and counseling sessions to meet the unique needs of unaccompanied refugee minors.- Organized and supervised counseling sessions for Haitian unaccompanied minors applying for political asylum and safe-haven status.- Designed and implemented a program to provide care, comfort and a secure living environment for the unaccompanied minors within the refugee camp.
