About Ellen Buettner

Ellen Buettner serves as the Chief Executive Officer at the Oklahoma Health Care Authority, the state agency charged with administering Oklahoma's Medicaid and public employee benefits programs. In this role, she provides leadership to Oklahoma's largest appropriated agency, which facilitates access to quality health care services for over a million Oklahomans. Ellen was appointed to the role by Governor J. Kevin Stitt in 2023, having previously served as Chief of Staff to the agency. In 2024, Ellen was appointed to serve as Chief Health and Mental Health Advisor to Governor Stitt.Ellen received her Bachelor of Arts degree, magna cum laude, from the University of Oklahoma in 2004, where she was accepted to the Phi Beta Kappa honor society. She received her Juris Doctorate degree from the University of Oklahoma College of Law in 2007. In 2015, she received a Master’s Degree in Administrative Leadership, focusing on evidence-based organizational development and leadership principles, and most recently completed her PhD in Communication at the University of Oklahoma, focusing on organizational communication and ethics.Ellen currently serves as a vice-chair on the John Rex Charter School Board, and is a proud graduate of Leadership Oklahoma City’s LOYAL program and graduate of Leadership Oklahoma Class 34.
