Ellen most recently served as the Minister Counselor for Agriculture at the U.S. Mission to the United Nations food agencies in Rome, Italy. Luger arrived at Post in November 2022 and in April of 2023 was asked to assume the additional increased leadership role of Acting Deputy Chief of Mission. Prior to serving the U.S. government, Luger served as a Senior Vice President of The Minneapolis Foundation, a community-based foundation and as the Global Vice President for Philanthropy and Volunteerism at General Mills. At The Minneapolis Foundation Luger and her team raised record-breaking funds. Her past board service demonstrates her deep governance expertise as she chaired several board governance committees and is versed in the shared governance model in place at many academic institutions. Luger’s nonprofit board service included Twin Cites Public Television, Global Foodbanking Network, Wellesley College Board of Trustees and as President of the Wellesley College Alumnae Association. Luger’s legal training provides her the critical thinking, speaking and analysis skills valued in her board work. She works to contribute constructively to board dialogue and bring colleagues together across differences. Chairing the Trustee Committee on Gender at Wellesley College gave her an opportunity to work on an emotionally charged issue with students, faculty, administrators, alumnae, trustees and staff to bring agreement around a new admission policy for the College.
