Mr. Parker has over 21 years experience identifying environmental constraints for private land owners, developers, industry, and local, state and federal government clientele on a large array of linear and non-linear projects. He has thorough working knowledge of FERC licensing under Part 157 and 2.55; Sections 401/404 of the CWA; NPDES; Section 7 of the ESA; and Section 106 of the NHPA. Areas of discipline include: wetland delineations, Section 404/401 permitting, wetland mitigation and monitoring, Chesapeake Bay Preservation Act (CBPA) ordinances, Virginia Stormwater Management Program (VSMP) permitting and inspections, Stormwater Pollution Prevention Plans (SWPPP), hazardous materials investigations, multimedia constituent sampling, and National Environmental Policy Act (NEPA) document preparation. He has proven experience in evaluating, siting, costing and developing project schedules that combine the differing components to meet clients schedules. Mr. Parker has extensive field experience in the Mid-Atlantic region and he has performed similar work in Alabama, Florida, Georgia, Maryland, New Jersey, North Carolina, Ohio, Pennsylvania, and West Virginia. He has performed feasibility studies and critical issues analyses; biological and environmental assessments for sensitive natural resources (wetlands, water bodies and protected species); and post-construction vegetation restoration and monitoring. Mr. Parker has developed the skills to effectively manage client project teams including; junior, mid-level and senior staff; as well as needed subcontractors. He routinely interfaces daily with clients and task leads, solves managerial and technical problems, maintains close supervision of project financials, and manages budget and manpower to guide cost-effective implementation of task orders and contracts.
