About Elmira Karami
I specialise in delivering probity related services across a broad range of complex and significant projects, including integration of probity into organisation risk management frameworks. I work collaboratively with clients on their business transaction and procurement processes. Working across all jurisdictions and levels of Government Departments, Agencies and Local Government, the objective of my role is to ensure that client's commercial activities are conducted within probity framework. This involves provision of recommendations to minimise probity risks, improves the robustness and defensibility of procurement activities to ensure client's transactions comply with the applicable regulations, policies and frameworks. Working across some of the largest, most complex procurement and transaction projects across Australia, I have built an extensive practical knowledge and understanding of procurement, probity and other relevant government policies. Working across all jurisdictions and levels of Government Departments and Agencies, my role includes:- Providing independent probity advice on large and long term projects- Providing probity audit and investigations for high risk and high value project;- Conducting VGPB Compliance audit; - Procurement Framework / Policy reviews;- Project Governance & Risk reviews;- Conflict of interest advice.As part of my role, I review government transactions, tender processes, refine/update Probity methodologies and probity plans, review and provide feedback on Request for Tender documentation and Evaluation Plans, review confidentiality procedures, deliver probity briefings, provide advice and guidance on conflict of interests, develop reports, conduct Probity audits and attend client meetings/workshops.A limited list of examples of projects I have delivered Probity advice to include:- Privatisation of VicRoads - PPP for Frankston Hospital Redevelopment - PPP for Major Road Projects Victoria - The North East Link Project- Level Crossings Removal Project- New Civic Accommodation and Business Transformation project for the City of Greater Geelong- Numerous projects for the South Eastern Melbourne Primary Health Network (SEMPHN)- Advertising Agency for the Transport Accident Commission - Numerous projects for Victoria Police- Various procurements for the DET, DELWP and DTF- Various procurements for the Victorian School Building Authority - Various procurements for Court Services Victoria - Numerous projects for Water Authorities including Upper Yarra Dam Upgrade
