I have had a diversity of consulting assignments through the years, and I am now focusing in evaluation and research on development and public policy as a generalist, and as an expert on governance and democracy. My latest post was in a history project about Peru since independence. My previous posts were evaluation assignments with GRADE (Grupo de Análisis para el Desarrollo) and as the General Coordinator and Coordinator of Inter-Institutional Affairs for a USAID-sponsored three-year impact impact evaluation of the Peruvian projects of the Latin American Reads Program. My previous assignment was as Executive Coordinator of the Evaluation of the Peru Rural Microfinance Program, Edyficar Project, for the International Finance Corporation.Older assignments include: Executive Coordinator, Evaluation of the Peru Rural Micro Finance Program, Edyficar Project, for the International Finance Corporation - Team Leader for the Costa Rica Country-Program Assessment of Development Results (ADR) 2002-2010 - Evaluation Specialist - Bolivia Case Study for the Global Evaluation of UNDP’s Contribution to Decentralization and Local Governance (DLG) 2000-9 - National Consultant on Governance for the Peru Country-Program Assessment of Development Results (ADR) 2001-10 (focus areas: Decentralization, human rights, post-conflict, justice; parliamentary modernization, the National Agreement body for policy dialogue) – Led review and systematization of the overall program assistance (1995-2009) by the Swedish International Development Cooperation Agency (SIDA) to Asociación Civil Transparencia.

Provided advisory and research services for Prof. Sophus Reinert in connection with a political-economy case study on Peru for the Business Government and International Economy course. The case explores Peru’s policymaking challenges to advance sustainable and inclusive development and economic diversification in the face of a bleak public-management and political context.

Closely with EnCompass/MELS, I led, implemented and performed quality assurance in a qualitative assessment for stocktaking and learning, by USAID Peru and partners, to strengthen strategy and development interventions on citizen engagement.The review comprises mechanisms of citizen participation, mobilization/advocacy and oversight bent on state accountability and against corruption. The mechanisms featured in a set of projects very heterogeneous both in programmatic mold and focus (political accountability and rights; extractive-industry transparency; trafficking in persons; post-disaster reconstruction). Mechanisms were found to further citizen engagement, breed some changes locally and, at times, obtain an institutional achievement. Factors capable of enhancing effectiveness and sustainability of the mechanisms, results and broader impact were discerned in the projects’ organizational, management, support, and feedback makeup: localization/ownership strategies tied to close, inclusive and interactive management and follow-up, along with dissemination/advocacy plans. The study also highlights that, in the face of a precarious civic culture of the general public, wider democratic civic literacy interventions could suitably underpin the sustainability of citizen-engagement efforts.

Team Leader of decentralized, mixed-methods Process Evaluation of the Ministry’s novel training implemented through Peru's Civil Service Authority-SERVIR, for the first generation of UGEL/Local Education Management Offices’ heads selected by merit system. Provided policy input on the program and governance/coordination at all Ministry levels.

I oversaw the implementation of the three-year impact evaluation of USAID-sponsored Latin America Reads programs in Peru to improve interventions and teaching methodology for early literacy and reading skills (Save the Children/ NGO Kallpa in Apurímac; Ucayali and San Martín Regional Education authorities and Universidad Cayetano Heredia). I was in charge of the strategy for partnership and inter-institutional relations with local and national education authorities. GRADE partnered with Mathematica Policy Research for this evaluation.

Policy Engagement and Advocacy Plan for the GRADE’s initiative with the International Development Research Centre, with strategy, guidance and tools to implement and monitor it in research projects and GRADE institutional action and relations.

As part of the Triodos Facet-Instituto Cuanto team, conducts the executive coordination and supervision of the independent impact evaluation 2012-2014 of Edyficar Project for rural microcredit, besides data collection and overall analysis. The project is part of the International Finance Corporation's Peru Rural Microfinance Program and its joint program with CIDA, Improving the Development Impact of Extractive Industries.

I was director of the residential center for children at risk of the city of Lima's Sociedad de Beneficencia, in charge of issues both of technical care and administrative-organizational management.

Deputy to and advisor for the Secretary General of Peru’s leading democracy-strengthening nonprofit; has a supervisory and strategic-development role in organizational strengthening and program. Directed the public accountability and citizen participation/education areas. Main practical engagement focused on a 3.5-year project on anti-corruption, governance-oriented reform in the public sector, working with actors from state agencies, parliament and civil society. Networking and high-level advocacy.

Liaised with World Bank; led and co-supervised preparation of the Program for loan negotiations, and edited/wrote/consolidated the related documents.

Strategic/programmatic advisory role. Program management: areas of pro–child-rights democratic institution building, children in post/conflict situations, and internal and partners’ organizational development. Countries: Colombia, Peru and Ecuador.
