    I have had a diversity of consulting assignments through the years, and I am now focusing in evaluation and research on development and public policy as a generalist, and as an expert on governance and democracy. My latest post was in a history project about Peru since independence. My previous posts were evaluation assignments with GRADE (Grupo de Análisis para el Desarrollo) and as the General Coordinator and Coordinator of Inter-Institutional Affairs for a USAID-sponsored three-year impact impact evaluation of the Peruvian projects of the Latin American Reads Program.     Closely with EnCompass/MELS, I led, implemented and performed quality assurance in a qualitative assessment for stocktaking and learning, by USAID Peru and partners, to strengthen strategy and development interventions on citizen engagement.The review comprises mechanisms of citizen participation, mobilization/advocacy and oversight bent on state accountability and against corruption. The mechanisms featured in a set of projects very heterogeneous both in programmatic mold and focus (political accountability and rights; extractive-industry transparency; trafficking in persons; post-disaster reconstruction). Mechanisms were found to further citizen engagement, breed some changes locally and, at times, obtain an institutional achievement. Factors capable of enhancing effectiveness and sustainability of the mechanisms, results and broader impact were discerned in the projects’ organizational, management, support, and feedback makeup: localization/ownership strategies tied to close, inclusive and interactive management and follow-up, along with dissemination/advocacy plans. The study also highlights that, in the face of a precarious civic culture of the general public, wider democratic civic literacy interventions could suitably underpin the sustainability of citizen-engagement efforts.
