The Bill and Melinda Gates Foundation Deputy Director, Impact Planning and Improvement (IPI), Global Development (2007 – Present). Responsible for providing leadership and technical guidance on strategy development, measurement and learning, evaluation and research for all of the foundation’s work under the Global Development Program. Also responsible for guiding program teams to develop robust frameworks for assessing impact and effectiveness at the initiative and grant level. He consults on the development of Global Development strategies and supports the creation of impact measurement approaches based on those strategies. He assists in synthesizing learning across initiatives and identifies implications for practice within Global Development, and in other areas of practice within the foundation. He works in collaboration with the Global Development Program leaders and managers to plan, implement, and continually evaluate “best practices” as they relate to these areas. He is responsible for providing ongoing support on how to learn from results; providing support in performance measurement, evaluation design, selection and management of evaluation contractors, and data utilization and; developing tools and processes for evaluating the progress of initiatives and portfolio success. Dr. Fraser is participating in the development and implementation of Global Development Program policies on the measurement and evaluation of initiatives and sub-initiatives; providing capacity building to global development staff in areas of evaluation and performance measurement; Developing high-performing relationships with key foundation partner in Information Technology and Financial Planning and Analysis, and developing and implementing tools to support GD efforts in performance measurement, modeling and impact assessment.

The Academy for Educational DevelopmentVice President and Director, Center for Applied Evaluation Research, Social Change Group (1997-2005). The Academy for Educational Development (AED) is a private, non-profit organization dedicated to international development and social change. AED implemented and evaluated development programs in multiple sectors including agriculture, environment and natural resources, health, education, and youth on behalf of foundations and federal, state, and local governments and agencies. At AED, Dr. Fraser was Director of AED’s Center for Applied Evaluation Research, one of the Centers of Excellence in AED’s Social Change Group. This applied research unit conducted behavioral, operations, and evaluation research for international and domestic projects on health, environment, education, and other social issues. Dr. Fraser provided technical, development, and management oversight to the center. Under his leadership he built a multidisciplinary and multicultural staff of 30 with 13 PhD level professionals. The Research and Evaluation center projected revenues for 2006 were approximately $5 million. The center’s work was supported by grants and contracts procured for US Federal government agencies including, United States Agency for International Development (USAID), US State Department, The Millennium Challenge Corporation (MCC) as well as for World Bank, and other international development banks and agencies and for large foundations such as the Robert Wood Johnson (RWJF), MacArthur, Packard and Hewlett Foundations.
