Emerson Lotzia was an Assistant General Counsel in the Government Operations Department of the Office of General Counsel for the City of Jacksonville, Florida. He represented various City departments and Independent Authorities such as JEA and the Downtown Investment Authority in public land and facility leasing, sales and redevelopment projects such as the Shipyards, Metropolitan Park and Lot J redevelopment projects around the Stadium and the City's incentive packages for the redevelopment of downtown buildings together with supporting structured parking facilities.

Assistant Vice President in charge of Corporate Real Estate for CSX; Developed strategy for monetizing 3,500 acres of asset development property with specific management authority of the Westin Savannah Harbor Golf Resort & Spa, a 403 room resort hotel, golf course and spa, and Tanyard Cove, a 1,000 acre 1, 250 home waterfront development located south of Baltimore, MD; Supervised the marketing and lease of natural resources such as coal and oil/gas leases and the marketing and sale of rails to trails corridors; Supervised 5 sales persons and a 5 leasing persons for selling and leasing of surplus railroad property; Florida licensed Real Estate Broker and Community Association Manager.

Emerson M. Lotzia was a partner with Foley & Lardner LLP from 1991 to 2015. He was a member of the firm's Real Estate Practice, its Senior Living Industry Team and its Hospitality, Resort & Golf Industry Team. Mr. Lotzia represented lenders, developers and tenants in real estate financing, development and leasing matters. He also focused on Leadership in Energy and Environmental Design ("LEED") and Energy Performance Contracting, Energy Services ("ESA") and Managed Energy Services Agreements ("MESA"), and Property Assessed Clean Energy ("PACE") legal issues and advises developers and operators of healthcare (continuing care retirement communities), retail and office facilities on LEED, energy, traditional and special assessment financing, design, construction, operation, advertising and corporate disclosure issues. He is the co-author of "Examples of the Good, the Bad and the Ugly of Greenwashing with LEED," Florida Real Estate Journal, October 1-15, 2009. He has extensive experience in condominium law, federal and Florida land sales registrations and exemptions, community development districts ("CDD") and the representation of developers of golf course mixed use communities. He represented developers of regional and power shopping centers and has represented a national department store chain in leasing matters all over the country.
