Responsible for the departmental initiative for regulatory service modernization including mobilized, established and maintained the departmental community of practice that met weekly and then bi-weekly, expansion of services within the branch that align with the TBS definition. Secured funding, completed the endorsed business case, and moved the project into the execution phase.Lead two federal budget proposals for regulatory services modernization at ECCC including for one departmental proposal coordinating, compiling, presenting and defending the proposal to senior management (up to the Deputy Minister) that included 12 projects responding to the Treasury Board Secretariat Regulatory Review Roadmap on Digitalization. Lead and inspire 11 direct reports to compile, publish and submit to the United Nations, Canada’s emissions inventories: the Air Pollutant Emissions Inventory and the Black Carbon Emissions Inventory. Canada’s sole representative at the United Nations meetings on air pollutant emissions. Experience in working with and leading the development of data collection and processing with multiple divisions and branches on the mandatory collection of air pollutants, greenhouse gases and other substances for over 6000 companies through a Canadian Environmental Protection Act (CEPA), 1999 Section 71 Notice. The data collection included the creation of sector specific templates and their related distribution, collection and QA/QC of the completed Protected B forms.

Worked to amend the Metal Mining Effluent Regulations (under the Fisheries Act) to ensure the maximum protection of the environment while providing the sector regulatory coverage to continue to develop. Responsible for negotiating the Performance Agreement made under the Canadian Environmental Protection Act for the Aluminum industry.

Worked with industry to ensure compliance of the Metal Mining Effluent Regulations; including presentations, site visits, and assessments at 22 mine locations in Saskatchewan, Manitoba, Nunavut and the Northwest Territories. Provided guidance as to how and when the Regulations would apply to a particular site and outlined regulatory obligations. Assumed the roll as a principal contact for the mine operator in regards to questions that arise related to regulatory compliance and their facilities. Developed a compliance promotion regulatory package outlining the Metal Mining Effluent Regulations that was used in several other Environment Canada Regions
