Emily Bowlin leverages her municipal law and land use experience to advise and support developers and landowners with their real estate, development, land use, and permitting and approval needs, all while cutting the bureaucratic red tape as much as possible. With extensive knowledge and experience with zoning, planning, annexation, municipal law and economic development incentives, Emily offers representation before city councils and planning and zoning commissions for zoning applications, including for special districts, special use permits and development agreements. Additionally, she advocates before boards of adjustment for variances and special exceptions.Prior to joining Gray Reed, Emily’s practice primarily consisted of advising DFW-area municipalities, economic development corporations and other governmental entities on a wide range of transactional matters, including bidding and procurement, election law, property tax rates, utility franchises, and most notably, land use and development with a focus on land use entitlements, infrastructure financing, and variances and special exceptions to city-adopted zoning and development standards.Whether it’s a residential, commercial, industrial or other special use project in and around the DFW metroplex, she adeptly customizes her approach to align with the distinctive culture and character of each governmental jurisdiction, thereby cultivating enduring and mutually advantageous relationships between these entities and her clients that stand the test of time.Emily is a graduate of Texas A&M University School of Law where she served as a Senior Staff Member for the Journal of Property Law.
