Emily Choo is Deputy Senior State Counsel in the International Affairs Division, Attorney-General's Chambers of Singapore. She advises the Singapore Government on a broad range of international law issues, and represents Singapore in international negotiations and dispute proceedings. Presently, she is part of the Singapore delegations to UNCITRAL Working Group III on ISDS reforms and the International Seabed Authority. Most recently, Emily assisted the President of the BBNJ Inter-Governmental Conference which, in 2023, concluded and adopted by consensus the historic BBNJ Agreement ('High Seas' Treaty). She participated in the 2022 ICSID rules amendment process and represented Singapore in the US – Origin Marking Requirement panel proceedings. Prior to her current role, Emily assisted Mr. J Christopher Thomas KC in investor-state arbitrations, e.g., Perenco v Ecuador (ICSID) and Antin Infrastructure v Spain (ICSID). She also assisted on other matters involving investment law and arbitration issues where Mr. Thomas KC was appointed an expert or amicus curiae, e.g., Singapore Court of Appeal cases Sanum Investments v Laos and Swissbourgh v Lesotho. She also served as Tribunal Secretary in a number of arbitrations. Emily is an advocate and solicitor of the Supreme Court of Singapore, and assisted on a number of high-profile litigation matters and high-value, complex international arbitration matters. She was a member of the CIArb (Singapore) Sub-Committee on Witness Conferencing which created the 2020 GAR ‘Best innovation by an individual or organisation' CIArb Guidelines on Witness Conferencing in International Arbitration.Emily was the lead organiser and part of the faculty of the 4th to 6th editions of the Singapore International Arbitration Academy, a leading international arbitration training programme for government and private-sector lawyers worldwide. She was also teaching assistant to Prof. Lucy Reed and Mr. Thomas KC for two arbitration/investment law courses at NUS. In addition, she has spoken at a number of conferences and is a contributor to a number of publications. Emily completed her LL.B with a 2nd (Upper) Honours at NUS, where she was awarded the Dean’s List (2006/2007) Honours and the C J Koh Scholarship. During her time at NUS, Emily was the Deputy Editor-in-Chief of the Singapore Law Review and was selected to represent Singapore and NUS in the Red Cross International Humanitarian Law Moot. After graduation, Emily trained at one of the largest international law firms after being selected for its international clerkship.
