Lead development and update to the Road to Good Health: HIV Education Toolkit for Road Construction Projects for World Bank transportation projects: authored new content on project requirements and processes, and solutions for campaign integration with national policy in China, Vietnam, and Cambodia. This guide has been implemented on transportation development projects since 2016.Also, developed and implemented two low-cost, open-source technology solutions suitable for rapid deployment post-disaster:(1) Mobile data collection solution for post disaster needs assessments (PDNAs); deployed in the Pacific Islands; and (2) Management information system for managing redevelopment contracts

- Supported delivery of the City of Hillsboro’s Comprehensive Plan update: lead goal and policy development related to natural hazards and healthy ecosystems, and managing data processing and analysis for development of the Housing Needs Assessment (HNA) and Economic Opportunities Analysis (EOA). - Performed data analysis (scenario planning, residential density, and infrastructure need calculations) for a new 1400-acre greenfield development, South Hillsboro. - Completed buildable land inventory (BLI) update and represented Hillsboro as part of the regional analysis of available land for residential and economic growth; results of these analyses inform regional planning and decision-making, including the expansion of urban reserves.- Advanced business intelligence solutions to increase accessibility of the City’s social, economic, environmental, and physical data to both City staff and members of the public.

- Developed and delivered NEPA-compliant documentation and permits through public engagement, agency coordination, fieldwork, and analysis. Major work products include: EAs, CEs, PCEs, FEMA EAs, EIDs, Social Impact Assessments, Major Section 408, and an EIS.

As an on-call Disaster Assistance Employee for Region 2, I responded to emergency events in New York and New Jersey. During deployments, I managed geospatial data: its collection, analysis and production, especially for asset management. I streamlined data processing and visualization through database development and creation of tools in Python

Washington D.C. Metro Area

A member of the Transport, Energy and Mining Sector for the East Asia and Pacific Region, I helped deliver the Hubei Yiba Highway Project (US$2.2 billion expressway investment), including developing Board documents (Project Appraisal Document, Integrated Safeguards Data Sheet, and Project Information Document), supervision in the field, and project administration. This project introduced several infrastructure investment innovations, including enhanced environmental management practices, environmentally and socially responsible procurement, the Safeguards Compliance Monitoring System (to allow project-affected persons to lodge complaints about social or environmental conditions through e-mail or text message), and an HIV/AIDS education campaign for construction workers and local residents. I also worked with the Hubei Provincial Transport Department to develop a system to levy financial penalties for contractors who failed to follow our Environmental Management Plan. I also contributed to project operations elsewhere in China (Xinjiang, Jiangxi, Ningxia, and Shanxi), Cambodia, and Vietnam; this included overseeing the development of workshops, and knowledge sharing events related to environmental safeguards, accessible transportation, HIV/AIDS education, and gender equity.Other activities include: organizing logistics and moderating the WB/WRI Transforming Transportation event focusing on transportation solutions to address the needs of vulnerable populations, leading the Global Distance Learning Network (GDLN) series on HIV/AIDS behavior change communication on road construction projects, supporting Bank-wide GIS program planning and implementation, and managing and producing the content for the Sector's communications.

As an Environmental Planner with WSP (Parsons Brinckerhoff) in New York City, NY and Portland, OR, I worked to ensure that major public infrastructure investments were advanced in accordance with federal and state environmental law. In so doing, I performed data collection (including field sampling, noise monitoring, and socioeconomic evaluations), agency coordination, and public outreach for the preparation and delivery of NEPA (documentation) permits. I utilized GIS to evaluate regional transportation plans and create elements for long-range master planning for the City of New York; I also created maps, graphics, and documentation related to potential air, noise, and viewshed impacts. Clients included the following New York City agencies: Transit Authority, Department of Environmental Protection, School Construction Authority; I also supported work for the Port Authority of New York and New Jersey, the Washington Department of Transportation, and TriMet (Portland).
