Emily is a seasoned executive with a proven track record of founding, leading, and scaling successful operations across the private and public sectors. She brings decades of experience in business management, communications, regulatory efforts, and government relations with a focus on technology. After leading a successful acquisition of two other firms, she co-founded and now chairs Portman Square Group with offices in the U.S., U.K., and Mexico and works with businesses from Fortune 500 companies to start-ups, to national labs and federal government agencies. President Bush appointed her to lead the General Services Administration (GSA) Northeast region, where she managed a $2B annual budget. In taking on that role, she became one of the youngest people ever appointed to the U.S. government's Senior Executive Service. At GSA, she restructured the operation and led the region to become the top-performing region, exceeding the President's Management goals and OMB performance measures. She also oversaw the R2 Federal Acquisition Service - overseeing all government technology procurements and contracting in the Northeast region for military and civilian agencies, including major technology transformation and modernization efforts. She also served as Deputy Director of Congressional Affairs with the U.S. Department of Commerce, focusing extensively on international trade and intellectual property and leading IP, cyber and anti-piracy policy efforts for the US Patent and Trademark Office. Emily with global communications, handling international media for the White House in Asia, Africa, and the Middle East.Baker is a contributor to the Washington Post, and the Diplomatic Courier, and has written on technology and its impact on society, the intersection of technology and public policy, international trade, domestic and foreign policy, as well as presidential elections. She also serves as a frequent guest lecturer on communications and leadership.
