She is the graduate of Dokuz Eylül University, School of Law (LL.B., 1986). She worked as an in house lawyer at Çimentaş İzmir Çimento Fabrikası T.A.Ş. for one year. Then, she joined Birsel Law Offices in 1989. In 1994, she became a partner. Between 1997 and 2001 she worked as a managing partner. She continues on her legal practice at her own office “Devres Law Office” in Istanbul. She is the member of Istanbul Bar Association. Her areas of expertise cover international project finance, energy law, company law, construction law, privatization law, international loan transactions, foreign investments, competition, telecommunication, banking, finance, securities and capital markets law. She is a patent and trademark attorney. She is also a litigation lawyer, representing her clients at arbitration tribunals and the courts of Turkey. She has advised the clients on structuring their contemplated corporate investments in Turkey. Hence, she has considerable experience with respect to the establishment of joint ventures between foreign investors and their local business partners. With respect to the competition law, she has obtained the Competition Board’s approval for many mergers, joint ventures, strategic alliances and other cooperative arrangements. She represented the companies in regional inquiry of the Competition Board. She also represented the companies before the Competition Board by written and oral presentations as well as Danıştay (State Council). As being a trademark and patent representative, she acted in favor of her clients, for the protection of their trademarks and products. Emine Başcı Devres, successfully represented her clients before the Turkish courts and execution offices for the foreclosure of their securities as well as the protection of their trademarks. She also represented her clients at administrative and tax courts. She worked in the enforcement of foreign arbitral awards.
