Implementing a programme governance approach, rewriting the management case for the business case and was customer experience lead.Major Transport Organisation: Programme Audit- Emma led an independent review to identify the underlying issues that culminated in a ~£500m overspend on major infrastructure programmes. - She produced a report prior to the Public Accounts Committee review detailing underlying issues and provided recommendations to prevent future occurrences.Highways England: Change Management- Emma led a change management project for asset management and information, to increase return on investment and effectiveness in the organisation. This included vision, case for change, scope, benefits management, stakeholder engagement and business readiness.Transport for Greater Manchester: Customer Smart Programme- Emma was responsible for multi-operator and multi-modal (bus, tram and rail) phases of a large customer focused smart ticketing programme. One of the most ambitious and complex Smart programmes in Europe at the time.- Managing various stakeholders and a team to develop the customer proposition, commercial arrangements and technical solution. She also produced an options paper and roadmap to advise how to deliver the programme without the IT partner, in case they were unable to fulfil contractual obligations.- As rail lead for Smart Cities Programme, Emma engaged all the Transport Authorities in the North of England, the DfT and Commercial Operators for smart on rail in the North. She also provided smart oversight for two rail franchise agreements.

She led client centred customer engagements e.g workshops, focus groups, stakeholder interviews.- She developed benefit realisation plans with service leads to enable £1.2m of cashable benefits.Ministry of Justice: Strategy Development- Emma developed thought leadership resulting in a £700m competitive tender.- She captured customer requirements, mapped as is and to be processes and deified benefits. Firefox Bid - Working with a lead consultant, on a bid worth £140m where sustainability was worth 15% (£21m).- I worked with SMEs to develop and produce the sustainability solution and bid response documentation.
