• Responsible for the Army’s transition planning efforts to migrate to a new pay system, including sunsetting 100+ legacy systems as well as interfacing data• Oversaw the revision of 1.72K outdated business rules for accurate pay entitlements, supporting the implementation of an innovative pay and human resource system• Collaborated with the Human Resources Manager and communicated regularly to ensure that the business rules for the pay side remained up to date throughout the integration process • Created and gained approval for a 5-year plan transitioning 500 government employees’ skills to fully align with future business strategies following the full integration of the new pay system

Fort Meade, Maryland

• Performed as the principal advisor for the Army’s only counterintelligence organization, leading 4 subordinate organizations with a $91M budget that included cash for intelligence contingency funds and pay benefits for 500 federal employees • Assisted leadership in the assessment of costs and served as liaison to the 4-Star Budget team, achieving budget approval• Created multiple courses of action to reprogram 75% of the $91M budget, shifting mission objectives during the COVID-19 pandemic lockdown and receiving approval from senior officials• Developed and implemented an efficient plan to strategically reorganize 1K personnel spanning 3 different continents without increasing funding to assist with logistical challenges brought on during the COVID-19 lockdown • Facilitated testing on at least 15 new business procedures that led to a timely update to the new budget system that safely processed top-secret cash management and high-risk contract pay reports• Oversaw the management of civilian pay and that amounts were consistently accurate, maintaining that all funding was used at the right time and for the proper purpose of ensuring compliance

• Served as Advisor and Inspector General responsible for the investigation of cases concerning government funds fraud, waste, and abuse, and the violation of over 100 Army policies, as well as addressing congressional requests for information, successfully closing over 1K cases and earning recognition• Qualified the Army to implement a new policy focused on providing improved control measures to monitor and stop IG system abusers, generating a 20% reduction in time spent on fraudulent cases and allowing more time to be spent on legitimate cases• Collaborated with the Army Criminal Investigative Division and Army Audit Agency, working together to close over 10 major financial fraud cases concerning the misuse of service members’ pay entitlements• Performed as 1 of few auditors responsible for reviewing field IG offices to ensure certified IG officers were upholding all standards, transitioning failure ratings to acceptable business standards for over 200 field offices in 4 regions throughout the US
